Max Fernando Mendoza Parra, 54, was denounced this Wednesday before the La Paz Prosecutor’s Office because allegedly he would be irregularly receiving a salary of Bs 21,870 for being a member of the presidium of the Executive Committee of the Bolivian University (CEUB), despite not meeting the requirements to hold the position.
A teacher, initials VHC Ch., from the Universidad Mayor de San Andrés is the one who filed the complaint against the university leader, in which he is accused of committing three crimes: uneconomic conduct, illicit enrichment and embezzlement.
Max Mendoza is accused of having caused an economic damage of Bs 1,849,770 to the CEUB, from May 24, 2018 to date, during which time he received a monthly salary of Bs 21,870 for holding the position as a member of the XIII presidium of the National University Congress (CNU).
In the arguments of the complaint against the university leader, it is explained that the organic statute of the Bolivian universities applicable to the CEUB does not establish within its organizational structure the existence of the remunerative position for being a worker at the CNU presidium.
In addition, article 29 of the same organic statute is pointed out, where it says that to be a member of the CEUB one must have at least an academic degree at the bachelor’s level, which Max Mendoza would not have, since has been registered as a student for 33 years (1989 entered the university).
The denouncing university professor asks the Prosecutor’s Office to formally charge the university leader with the crimes of uneconomic conduct, illicit enrichment and embezzlement, and that ask the judge for his pre-trial detention in jail.
However, immediately, while the investigations are carried out, the Public Ministry is requested to issue the requirements to demand wage payment slips to the CEUB, the migratory flow of the person reported to Migration, his financial status to the ASFI, among other requests.
