The Sunday newspaper points out that José David Ugarte Boluarte, who is an anthropologist by profession, was appointed despite the fact that he has no work experience in the area of ​​sanitation or drinking water.

According to the aforementioned source, three months ago Sedacusco created the Social Management office and appointed Ugarte de Boluarte as head of the area as a position of trust.

When asked about this issue, the nephew stated that he has 10 years of experience in water because he has attended many events and conferences where these issues were addressed.

According to the official document, issued on February 9, he is Jorge Gamarra Boluarte, who is the son of Olga Marina Boluarte Zegarra, sister of the also Minister of Development and Social Inclusion.
