The Court of Accounts of the Republic (TCR) observed purchases for some $400 million by the Maldonado Departmental Intendancy (IDM), according to the Frente Amplio mayor Joaquín Garlo.
The IDM archives in a single file all the observations made by the TCR, “a kind of administrative pocket” “where all resolutions go and are not dealt with, they stay there” including those referring to “more than 400 million pesos” in expenses observed by that body “in the past period”, as reported by Garlo in Info24 radio M24.
For example, the legislator commented that recently the TCR observed a contract made directly to the company XDT Engineering. “there are no technical reports that support the proposal by the offeror and there is also no duly founded evaluation by the administration of the offer presented,” reads the court’s justification, according to the slogan the daily.
“This new observation of the TCR for the Intendancy regarding the direct hiring, once again, of this company, which adds to the dozens of illegitimate direct hirings that the Intendancy has carried out in recent years; I am referring to those that have not been adjusted to the legal provisions for the application of this type of mechanism, which although it is foreseen in the TOCAF, precisely its application has to be very well substantiated; and when the mechanism of direct contracting is used systematically, it ends up being distorted and becomes a tool that conceals a political decision of wanting to hire a certain company and not another; Otherwise, the principle that governs public contracting would be resorted to, which are competition processes,” Garlo added in his interview on the radio.
“This has already happened on several occasions and the Intendancy has limited itself to reiterating the expense, and the TCR maintains the observation and refers it to the Board,” added the FA representative in Maldonado. However, in the departmental board “something curious happens, and that is that the National Party in the Board, since the last government period, has decided that the observations of the TCR are not discussed.”
