Fernando Pinales says that Inabie unilaterally prepares the specifications and ignores Codopyme’s suggestions
The Association of Small and Medium Textile Companies (Apymitex) denounced yesterday that the National Institute of Student Welfare (Inabie) toughened the specifications to participate in the tenders, for which more than 100 MSMEs in the sector were left out in three tenders.
Fernando Pinales, president of the business union, complained that Inabie, led by businessman Víctor Castro, works unilaterally in the preparation of the specifications and ignores the suggestions of Dominican Confederation of Micro, Small and Medium Enterprises (Codopyme).
He explained that the specifications do not give them access to micro and small businesses.
Among the requirements are the commercial references of import clients, having lines of credit in commercial banks and lines of credit from national suppliers, he said.

He affirmed that the more than 150 MSME members of Apymetex demand participation in the works demanded by Inabie as established in Decree 31-22, which instructs public institutions to buy from national companies.
He criticized the attitude assumed by the director of Inabie when they go to the institution to claim their rights.
He denounced that Inabie has created the conditions to discredit national MSMEs and re-import products demanded by the institution.
He points out that the director of Inabie alleges that the country does not have the installed capacity for national companies to manufacture what they demand, such as “polo shirts”, pants and backpacks.
