Some of the candidacies of Podemos Peru for the October elections they would have been surrounded by charges of quotas to those who wanted a position as municipal councillors, according to a complaint by Fourth Power. This would be demonstrated by the case of Róger Parra Taboada, candidate for district mayor of San Juan de Miraflores, who –according to the program– asked for up to S/100,000 soles to convince José Luna Gálvez –congressman and leader of Podemos Peru– to select certain people as candidates for aldermen.
According to the audios broadcast by Cuarto Poder, on March 13 and 23, Parra Taboada spoke with the lawyer Harold Inga and his mother Juana Pichihua, both residents of the aforementioned district, and explained to them: “I put the image on Luna that on March 1 and 2 are wealthy. And that is why they are contributing the 1 as S/70 thousand and the second S/50 thousand, but those 50 did not move the doctor a single hair. It’s under evaluation.”
Initially, both characters were informed that to become number 2 on the list of aldermen they had to pay S / 50 thousand soles. Mother and son deposit S / 25 thousand, but then they change the landscape.

“Your 25,000 contribution remains for 4. That’s plan B. Plan C, as people ask for #2, before you tell me now, I need to know if you discard #2 so I can find #2 for someone with 80 to come ( thousand) and I say: doctor (Luna Gálvez), here is one with 80 (thousand), period”, is what Parra says to Harold Inga. Despite their insistence, they do not accept the deal and for that reason José Luna Gálvez takes away his coveted number.
“You have no word, really. If you’re starting like this, I don’t know how you’re going to end up”, is what Inga claims to Parra after finding out about the situation. They would have returned the amount of money they gave Parra (S/25,000) to the lawyer and his mother.
“Luna has screwed me over, and I must remain silent lest she get upset and take me out as a candidate, I harm many people. It’s like chess”, accepts Parra in one of the intercepted audios. Later, before the press, he claimed to be innocent.
