The political party People First has been left out of the presidential race for the General Elections 2026. The Special Electoral Jury (JEE) of Lima Centro 1 declared inadmissible and untimely the request for registration of its formula to the Presidency and Vice Presidencies of the Republic, despite the fact that the political organization alleged flaws in the system of the National Election Jury (JNE).
Through Resolution No. 08928-2025-JEE-LIC1/JNE, the Plenary Session of the Special Electoral Jury rejected the argument presented by the legal representative, Marco Antonio Zevallos Bueno, who maintained that the material impossibility of submitting the request on time was attributable to failures of the Declara+ system of the JNE.
Although the Special Electoral Jury (JEE) became aware of a report from the General Information Technology Office of the JNE that reported failures in the Declara+ system during the critical registration period, the request was rejected. The JEE verified that remote technical assistance was provided to the party on December 24, 2025; However, the Jury considered that the request for admission, submitted as a result of the alleged failures, was out of time, thus declaring the request inadmissible.
Consequently, the JEE of Lima Centro 1 decided to declare the registration request inadmissible and ordered the definitive archiving of the file.
In conversation with Perú21, the presidential candidate for Primero la Gente, Marisol Pérez Tello, indicated that they would appeal the decision and that “it is absurd from a legal point of view, from the point of view of reality, because the jury is recognizing that it has technical flaws, that the digital signature did not work and they intend to hold us responsible for not having been diligent.”
This measure leaves the electoral contest with 36 electoral formulas.
