The INE budget is integrated by several sections: the first refers to the operation expenditure of the Institute or Base Budget, the second to the specific projects (institutional portfolio of projects), the third is a section with the amount of public financing to political parties derived from the formula planned constitutionally for it.
Finally there is a specific agreement approved by the INE with the precautionary budget to organize an eventual popular consultation.
The total sum of these four components results in 25, 955 million pesos.
Although the next one is not an election year, the INE foresaw relevant budgetary loads to initiate the organization of the federal and judicial elections of 2027, among other expense requirements.
In the exhibition of reasons for the Federation Expenditure Budget Project for Fiscal Year 2026, the Ministry of Finance acknowledged having received from the INE all those components of its expense proposal.
“In this regard, it is important to note that, if the exercise of mentioned citizen participation (the consultation), the INE would make the return of the resources not exercised, although it has received them for this concept of the Treasury of the Federation,” says the text.
However, neither in the annexes nor in the rest of the economic package the precautionary budget was included.
That is why the expense requested by the INE only records an amount of 22,837 million pesos, without the 3,119 million pesos that the General Council of the Institute approved on August 18 and by judicial mandate.
This despite the fact that in the same document, in its section “Governance with justice and citizen participation (General Axis 1)”, the SHCP stated that in the expense of next year the democratic mechanisms will be strengthened.
“In terms of citizen participation, instruments of participatory democracy such as popular consultation, revocation of mandate and plebiscite will be strengthened, ensuring that citizens exercise an active role in government decisions,” it is indicated.
