The arrest occurred after a search carried out at his residence in San Miguelito, after several months of investigation.
Caraballo indicated that evidence has been gathered that allows ordering the arrest, to later take them before a Guarantees judge.
On August 19, 2021, both Labrador and Chang were separated from their positions as head of Epidemiology and regional head of Public Health, respectively, due to conflict of interest after it was discovered that they were directors of the company in charge of carrying out swabs to travel to Taboga Island. and accountant. Measure that the Minsa had established as mandatory.
Through Executive Decree No. 816, the Minsa established that to enter the islands, the vaccination card with two doses or a swab test of at least 72 hours must be presented. Many travelers arrived in Amador, from where they depart to the islands, without tests or with a single dose of the anticovid vaccine, so they had to take the test to be able to travel to their destination.
