The government of Nicolás Maduro carried out a large-scale technological operation between December 24 and 26 that allowed the unification of the bases of Saime civil data, public banking and the Patria system. This is stated in an investigation signed by journalist Milagros Socorro and published by The Great Village, which documents a massive and coordinated migration of state servers.
Cybersecurity specialists who monitored network traffic, according to the report, anomalous peaks were detected of activity, reindexing of databases and selective latency in official portals, precisely on days of minimum citizen use due to the Christmas holiday.
The Great Village explained that the slowness and intermittency that many users experienced when trying to access government pages in that period did not respond to “routine maintenance”, but rather a merging operation of millions of records in real time.
Validate, cross-reference and update data automatically
The research maintains that this reconfiguration marks a structural change in the way the regime manages citizen identity. Until that moment, organizations such as Saime, public banking (mainly Banco de Venezuela) and Patria operated as separate systems that only partially intersected.
The new architecture eliminates that fragmentation and creates a central node that validates, cross-references and updates data automatically.
In practical terms, the media warns, the State acquires the technical capacity to block or disable the civil identity of any citizen from a single system, without the need for judicial processes or traditional administrative procedures.
An error, inconsistency or signal considered “irregular” in one area could immediately translate into blocking banking services, identity procedures or access to public benefits.
One of the findings of the report is the integration of public banking protocols that require register the IMEI code of the phones and the exact geolocation of the user in each transaction.
The crossing of this information with other records would allow, for example, associating financial movements with physical locations in real time, as well as detect geographical coincidences between people considered of “interest”, without the need for direct physical surveillance.
“With the new centralization they can prevent buy gasoline, pay for basic services or enter a public hospital simply by turning off your ID in the central node. It is, in fact, a switch to citizenship,” the investigation emphasizes.
A “heritage corralito”
Centralization would also have implications for Venezuelans abroad.
The report points out that, by unifying immigration data with banking and property records, The system could automatically suspend access to accounts, procedures or assets of citizens residing outside the country, without prior notice or court order.
Likewise, the investigation warns about the possibility of freeze or prevent transfers of property through digital blocks, what it calls a “heritage corralito” executed from technological platforms.
The Great Village emphasizes that the findings are based on analysis of network traffic and monitoring of state nodes carried out between December 22 and 26. For security reasons, the media keeps the identities of the experts who participated in the study confidential.
