A citizen identified as José Luis Martínez Moreno, 53 years old, is detained for usurping functions as a homeopathic doctor and phytotherapist in the Rafael Urdaneta (Cúa) municipality of Miranda state.
This was announced – this Wednesday – by the director of the Rafael Urdaneta Municipal Police Autonomous Institute, added commissioner Pedro Herrera Sánchez, who specified that the false homeopathic doctor had a clandestine office, on Dan José street, central area of Cúa , in whose environment he posed as a naturopathic doctor, without having the university degree that endorses said profession.
The commissioner admitted that the capture could be carried out thanks to the receipt of various anonymous complaints before the municipal security agency.
The facts
C/A Pedro Herrera Sánchez, director of the Rafael Urdaneta Municipal Police, reported that after a series of complaints received about a clandestine clinic where José Luis Martínez Moreno, who is not a licensed doctor, provided natural medicine services, the officials began the investigation and moved to the Italven shopping center, located on San José de Cúa street, where the person investigated illegally practiced medicine.
He described that the officers verified said information and, this Tuesday, when they checked the office, they indeed confirmed that Martínez Moreno offered and attended Homeopathic Natural Medicine consultations.
Herrera Sánchez said that the gendarmes entered the premises marked with No. 02 in the aforementioned commercial establishment and they asked the alleged doctor for the documents and the respective permits to be able to practice medicine and other functions.
The commissioner specified that the alleged doctor told the police commission that he was in the process of applying and that he had the records of the relevant procedures at his place of residence on East street in the Santa Rosa urbanization.
“By virtue of this, Moreno Martínez was urged to seek the registered title that certifies him as a doctor, the certificate issued by the SACS with a definitive medical record that grants him the right to freely practice medicine, in addition to the title as a doctor. specialist in Natural Medicine (…) However, this fifty-year-old subject reported not having them at the moment and that they were in the application process. Next, we asked him for the records of the application procedures that he presented, and he himself indicated that he had them at his residence (…) “, the commissioner explained.
The police director added that, later, the fiftieth-year-old appeared at the Cúa Police Coordination Center, stating that he had not obtained the legal documentation or the other corresponding papers that would accredit him as a licensed doctor.
“It was evidenced that Martínez Moreno was usurping functions in terms of public health, for which he was arrested and consequently his constitutional rights enshrined in the Venezuelan legal system were read to him. He was placed under the order of the Twenty-Third Prosecutor of the Public Ministry, for illegal medical practices,” argued Herrera Sánchez, director of the local police.
The investigation
After the arrest of the false homeopathic doctor and phytotherapist in Cúa, prosecutor N° 23 of the Public Ministry, Dr. Ninoska Rodríguez, instructed the Rafael Urdaneta Municipal Police and the Criminal Investigation Directorate of the Bolivarian National Police (PNB) to carry out an technical inspection of the place where the naturist doctor’s office is located, and in turn a medical evaluation was carried out on the detainee: José Luis Martínez Moreno (53), who was transferred to the Dr. Osío de Cúa Hospital, where he was treated by the doctors on duty .
In the naturist doctor’s office, the uniformed officers seized two epigraphs that read: Alternative Health Center, Alfa-Life, Natural, Homeopath Dr. José Luis Martínez (…) and the second epigraph with the identification: Alfa-Life Naturist Store Natural (…).
The police investigation shows that Martínez Moreno provided treatments and diagnosed different pathologies to patients, putting the health of citizens at risk. There he himself offered chiropractic techniques, earning between 20 and more than 50 dollars for each consultation.
The director of Poliurdaneta, added commissioner Pedro Herrera Sánchez, ruled that with these arrests this police force continues to work hard to apply justice to anyone who breaks the law, for which reason, on repeated occasions, the population is urged to denounce any person who practices medicine illegally.
“The officials of the Police Association will continue to attend to the complaints of the people in each space and technological platform. We invite the tuyero people to go to the offices of the nearest security body in case of being one of the victims of any crime,” he emphasized.
