They capture suspected serial rapist; four women identify him as their aggressor

The reports and/or complaints indicate that a fourth victim was intercepted at night, near his residence.

The National Police reported that one of five Haitian nationals arrested for committing robberies in inhabited residences is identified as a dangerous serial rapist.

This is Frandy Fransua, 27, who was persecuted by the Gender Violence and Sexual Crimes units of the Santo Domingo Oeste Prosecutor’s Office and Police, in response to arrest warrant 2022-TAUT-0030.

It is specified that Fransua, sex offender in series, together with José Carlos Valdez (Popeye), who is serving a three-month coercion measure in La Victoria, they dedicated themselves to penetrating inhabited houses at dawn.

As a result of this criminal action, they are being accused of sexually abusing three women who were alone in the residences who entered to steal different valuables.

The reports and/or complaints indicate that a fourth victim was intercepted at night, near his residence.

The Police indicated that the Haitian Fransua was identified by four of the victims, for which he was sent to the Santo Domingo West Gender Violence Prosecutor’s Office.

The capture of Fransua materialized in an operation carried out in the Cañada de Guajimía, near the Café de Herrera, a short distance from the Highway 6 de Noviembre Toll.

In that operation, four other Haitian nationals were arrested, implicated in robberies and assaults.
