The Comptroller General of the Republic warned that the Benevolent Society of Huancayo (SBH) convened an award procedure for the construction of the first stage of the cemetery and funeral services located in Fundo Tunso Hualahoyo, district of El Tambo, province of Huancayo (Junín), valued at S/ 11 million, without counting on the contracting file (documentary collection) approved.
In the Ex officio Orientation Report No. 003-2022-OCI/0411-SOO, it is noted that the aforementioned file of the Greater Amount procedure No. 001-2022 does not have the approval of the Director of Administration and Finance, therefore the call for contracting the work, held on February 28, 2022, was irregular.
The control commission pointed out that it is the responsibility of the director of Administration and Finance to approve the contracting file, as established in the Purchasing and Contracting Manual of the Huancayo Benevolent Society.

Likewise, the report indicates that if the hiring file was not approved, the appointment of the members of the Selection Committee did not correspond. However, through a resolution of the General Management of February 25, 2022, said committee was appointed.
The Selection Committee registered the call twice on the SBH website, where the date for submitting proposals and selection (awarding) was changed.
The situations described above affect the principles of integrity and free competition that govern all hiring in the Huancayo Benevolent Society, according to the Comptroller.
The ex officio orientation report, whose evaluation period runs from February 25 to 28, 2022, was sent to the head of the entity, as well as to the members of the board of directors, in order to adopt the corresponding actions within the framework of their powers and obligations.
