National Party Senator carlos camy presented a bill to extend for the third time the obligation to declare the firearms or ammunition, and attributed the need to “awareness” for society to comply with the “process” on a “delicate” issue. Today the possession or carrying of a weapon without registration constitutes a crime, provided for in article 152 of the Penal Code.
When the Parliament returns to its activity and, in the event that the initiative is approved, whatever the date, the law will enter into force on the date January 5, 2022, according to the text.
The objective is that those who already have firearms, ammunition, explosives or other related materials illegally, regularize their situation before the offices of the Ministry of the Interior and the Ministry of National Defense authorized for this purpose.
The population is urged to deliver this type of material in such a way, without having to justify its origin. They will then be referred to the Army Material and Armament Service for their destruction.
“There is coincidence in the political system that these issues are very sensitive and require a long process of awareness, there is also the general idea that the application of the norm is a slow process and not without technical drawbacks at the time of its application”Camy argued in the brief, filed in December 2021.
In August 2014, Law 19,247 regulated the possession, carrying, marketing and trafficking of weapons and ammunition, and entrusted the Executive Branch with its regulation, a fact that occurred in December 2016.
In addition, he pointed out the “effectiveness of the program” to regularize weapons, “going out into the interior of the country.” That “is bearing fruit” and its extension is opportune, considers the legislator.
Extending the date to 2025 will allow “more citizens to be able to voluntarily and neat, deliver that old or disused weaponry that often causes more problems than solutions”, adds the project.
