They ask to archive project that would weaken governance in municipal boxes and affect the Mypes

The legislative initiative that would open the door to political interference in the boards of directors of the municipal boxesby allowing some congressmen to privilege personal interests above institutional, continues to generate rejection within their own Congress.

He warned that the regulations that forces to modify the use of the national shield in currencies and tickets could generate confusion among users and even facilitate attempts for falsification.

The president of the Foreign Trade and Tourism Commission, Noelia Herrera, reported that her parliamentary group prepares a report on questions to the substitute text of bills No. 5514/2022 and No. 5622/2022. This document will be submitted to the President of the Congress, Eduardo Sallejuana, with the objective of requesting the archiving of the proposal.

“This commission has identified that the norm is vulnerable or, at least, debatable in its approach. As a congress, it leaves us in a very uncomfortable position, to say the least. In that line, the group unanimously agreed to send the report,” said Herrera.

The substitute text (currently in intermediate room) is promoted by congressmen José Jerí and Ilich López, members of the Economy Commission. Among its provisions, it states that they can access the position of Director in a municipal bank the public officials who have integrated the management tables of specialized commissions of the Congress in budgetary, economic or financial matters.

In addition, it gives the National Merchants Confederation (Conaco) the exclusivity to designate the representative of the Mypes in the directories of the boxes. It also proposes to reduce the management period of the presidents of the Board of Directors and sanction internal audit officials whose observations can lead to the removal of directors, as happened with Ilich López when he was director of Caja Hulancayo in 2011.

Fundamentals of rejection

Herrera explained that his bank’s decision to request the archiving of the project responds to the obvious conflict of interest of its promoters, as well as the violation of the principle of meritocracy in the formation of the directories of the municipal boxes. “An official with a high public office does not necessarily have the necessary training and experience to integrate the directory of a financial entity,” he said.

In that line, he questioned that Conaco be granted exclusivity in the designation of directors, since this function does not correspond to Congress.

Finally, the parliamentarian warned that her commission is concerned about the impact that this proposal could have on exporting SMEs. In his opinion, weakening municipal banks has a negative impact on the credit supply for these companies, to which their parliamentary group seeks to promote.
