When everyone expected a firmer response in defense of the quality of the education superior, The Government announced that it will regulate Law No. 31520 and that for this it will make a call to all sectors in order to reach consensus.
During a meeting at the Government Palace headed by the president Dina Boluartewhich was attended by congressmen, representatives of the Association of National Universities of Peru (Aunap) and of the Suneduthe first Alberto Otárola said that the Executive has the obligation to comply with the ruling issued by the Constitutional Court regarding this rule, which has been criticized for favoring the university counter-reform.
And it is that the law approved by Congress incorporates in the board of directors of the National Superintendency of Higher University Education (Sunedu) representatives elected by the universities: two for the public ones and one for the private ones, that is, for the oldest ones ( UNMSM and the PUCP).
It drew attention that in the meeting where the parliamentarians Flor Pablo, Karol Paredes and Jorge Marticorena were did not show up the Minister of Education, Óscar Becerrawho the day before had expressed his agreement with the ruling of the CT.
The congressmen asked the president that the regulation of the norm guarantee that the basic conditions of quality in university education are not lost.
“The law is already approved, the court has already issued its opinion. But there is something to do and it is to regulate the law, that regulation cannot allow excesses to set back the university reform. Today we have the way to regulate that law and for that we have come to give our opinion to the president,” he said. Jorge Marticorena.
During her participation in the meeting, President Dina Boluarte stated that her government guarantees the quality of education at all levels.
“The management guidelines are clear: the quality of education at all levels, all the resources that this sector has will be aimed at achieving results in educational quality,” he said.
For her part, the aunapwhich represents 40 public universities, issued a statement in which it rejects the decision of the Constitutional Court and requests to process the unconstitutionality claim presented by the Ombudsman, for violating the right to a quality education.
“This law (#31520) is a ‘scam’, because it does not restore autonomy, much less strengthen the institutionality of public universities. It is not about being or not being caviar as some parliamentarians painfully repeat. It is not about being judge and party, occupying a chair on the Board of Directors of Sunedu so that the licensing of the universities is conducted by the representatives of the universities themselves, as was done in the corrupt National Assembly of Rectors”, they point out.

And regarding Minister Becerra’s position, Congresswoman Flor Pablo asked for his resignation. “We have asked (Boluarte), with more emphasis in some cases, the resignation of the minister, we believe that it does not help precisely this message of educational quality, this message of respect for diversity, of recovering a sector that unfortunately it has been politicized in the period of former president Castillo”.
In the afternoon, the Minister of Education assured that he will ensure the quality of education. And he denied having made an irregular purchase of laptops when he was the owner of the Minedu during the second Aprista government.
“The Prime Minister himself is summoning the different actors to guarantee that the regulation of the new law that was approved at the insistence of the Congress, do not compromise on the quality of education. The regulation will be agreed upon with all the actors and will guarantee the administration’s unwavering commitment to the quality of higher education”, he pointed out.
But among those who do not believe him is the parliamentarian Roberto Chiabrawho pointed out that it is “a mistake” by President Boluarte to have appointed calf in said position.
“I think it should be withdrawn quickly. If (the president) has removed a prime minister in ten daysIt can easily remove a Minister of Education”.
Along these lines, Aunap considers it urgent that President Boluarte change the Minister of Education. And they remembered that before, when she was vice president, she rejected the university counter-reformation.
