Faced with the refusal of the President of Mexico, Andres Manuel Lopez Obrador (AMLO)to hand over the pro tempore presidency of the Pacific Alliance to the Head of State, Dina Boluarte, former ambassadors Eduardo Ponce and Luis Gonzales Posada recommended that what the Foreign Ministry should do is only communicate that Peru “has assumed” the position because This is how it is established in the agreement.
Ponce and Gonzales Posada explained to Peru21 that the Pacific Alliance Agreement does not contemplate as a requirement that the president of the country that assumes the pro tempore presidency of said organization, which this year corresponds to Peru, has to do so through a summit or in a protocol act of succession command.

“The pro tempore presidency of the Pacific Alliance will be exercised successively by each of the parties, in alphabetical order, in annual periods beginning in January,” the agreement says verbatim, without putting any more requirements so that Peru, according to the former ambassadors, can exercise the presidency pro tempore.

For Gonzales Posadathe head of state should already have assumed the pro tempore presidency of the Pacific Alliance since January 1, because the agreement so indicates “in such a way that there is no ceremony or that Mr. López Obrador comes to deliver ”, explained the former foreign minister.
On February 17, AMLO said that he was going to consult the member countries of the Rio Group on how he was going to resolve the transfer of the presidency of the Pacific Alliance, because he did not want to hand it over to a “spurious government.” A week later, Boluarte withdrew the Peruvian ambassador in Mexico for that interference.
The Head of State received yesterday, at the Government Palace, the Business Council of the Pacific Alliance and requested that “the transfer of the pro tempore presidency of the Pacific Alliance to Peru must take place in the shortest possible time.”
