On Sunday night the president peter castle took an unexpected turn change four ministers of statewhich caused the annoyance of the opposition benches, because they expected Prime Minister Aníbal Torres to be removed.
However, in Congress they do not dare to censor Torres for fear of generating the fall of an entire cabinet and they are exposed to a dissolution of Congress, if a second dismissal of a premier occurs.
The ministers changed were Transport and Communications, Energy and Mines, Interior and Agrarian Development. Juan Mauro Barranzuela swore in the TCM replacing Nicolás Bustamante, who was the cerronista quota in the cabinet. “The president has seen fit to give technical support (to this ministry). In the country you don’t have to be magicians to know what situations all sectors are in. We have to do a reengineering”, he said on his way out of the Palace.

While Alessandra Herrera sworn in as head of mine to be the successor of outgoing minister Carlos Palacios, who was unable to deal with the conflict in Las Bambas and was about to face a motion of censure in Congress. Herrera was already a minister in this sector, although for a short time, when Congressman Héctor Valer was chief of staff.
Dimitri Senmache Artolameanwhile, swore like new interior minister replacing Alfonso Chávarry. Senmache was head of the Cabinet of Advisors of this portfolio when the head was Avelino Guillén.
And, finally, to guarantee the cerronista quota, he was sworn in as the new minister of Agricultural Development and Irrigation Javier Arce, replacing the official congressman Oscar Zea. Arce is also an Andean parliamentarian. He was elected by running with Peru Libre and has a degree in Business Administration from the Instituto Superior de Surco. Despite not having experience in the sector, Castillo entrusted him with one of the ministries that will be key in solving the food crisis that is coming.

Vladimir Cerrón, secretary general of Peru Libre, questioned the changes. “Extreme right-wing in the mining sector will increase conflicts. From the former Minister of Energy and Mines, a graduate of the USSR, to the current Minister Alessandra Herrera, an event intern at the US Department of State,” he wrote on Twitter.
The opposition benches expected the president to change Torres. “Obviously, Mr. Aníbal Torres has a good profile as a legal specialist, but it is good that the president removes him,” said Wilmar Elera, spokesman for Somos Perú, who announced that they will join the announced request for censorship against him.
The congressman from Avanza País Juan Burgos also considers that Torres should leave the cabinet. “He is challenging Congress at every turn, has not been able to solve the problem in Las Bambas. At every moment he comes to fire the first power of the State, “he alleged.

“Personally, I would have liked Mr. Torres to step aside or be changed, because every day he has a number of verbal outbursts that threaten the institutions. The only thing this government does is, on purpose, seek to be questioned or censored”, protested José Cueto, alternate spokesman for Renovación Popular.
Carlos Anderson, not grouped, is also against the premier continuing.
However, beyond these expressions, no bench, formally, is encouraged to present a motion of censure against Torres, who even challenged them before the plenary session on May 12. It happens that if Torres falls, so does the cabinet. And if that happens again, the president will have the power to dissolve Parliament. That is the fear of the opposition.

reactions
Wilmar Elera, spokesperson for Somos Peru
“I regret that three technical ministries, none of them is an engineer, one has a degree in Administration. The president does not want to use the law that requires that the ministry be occupied by people who have experience.”
Juan Burgos, congressman Avanza País
“(The president) should make good appointments of ministers, who are specialists in the matter. So, that way there would be no reason for Congress to waste time questioning undesirable ministers”.
José Cueto, alternate PR spokesperson
“The Minister of Agriculture has a very difficult task. This government has done nothing. I personally would have liked Mr. Aníbal Torres to step aside or be changed.”
