The Association for the Promotion of Renewable Energies (ASOFER) proposed improvements to the draft of the Distributed Generation Regulation proposed by the Superintendence of Electricity (SIE), after ensuring that the project slows down investment in renewable energies in the DR.

Meanwhile, the Dominican Association of Isolated Electrical Systems (ADOSEA) demanded that this regulation be a balanced regulation that contributes to the sustainable development of the electricity market, without privileges to business segments to the detriment of others, avoiding generating instability in the distribution networks and putting the reliability of the electric service at risk, affecting millions. of Dominicans.

The regulation would replace the current Net Metering regulations, proposed under the Law 57-07 in force since 2011.

ASOFER assures that with the SIE proposal there are investment, administrative, technical, and verification barriers, among other things.

“The proposed regulation increases bureaucracy, ignoring the law 167-21 of Regulatory Improvement and Simplification of Procedures,” he said.

For its part, ADOSEAL, an entity whose membership serves 80% of the national hotel supply, asked the SIE that the terms of the draft regulation be aligned with what is established in the Law 57-07on Renewable Energy Incentive.

ADOSEA drew attention to the fact that the draft regulation is based on net metering (energy bartering), which contravenes the article 20 of Law 57-07 and 56 of its Regulationswhich establish that the purchase of energy must be made under the net billing mechanism, at prices established by the SIE upon recommendation of the National Energy Commission, and the small-scale sale at the same rates as to all users, not a energy exchange.

The entity asked to prevent the regulations from fostering unfair competition, leading to the purchase of energy from small-scale renewable producers being made at more than double the price established for large-scale renewable producers, which use the same technology.

He expressed that the situation of disloyalty would be greater if it is assumed that large-scale producers are obliged to obtain concessions, carry out studies, process permits and sell their energy through bidding processes, requirements that producers do not have to assume. small scale.
