Alberto Cachuan was appointed General Coordinator of Pronis and previously worked in companies Avanzada Tecnología y Servicios SAC, as well as Constructora & Inmobiliaria Sagitario y Asociados SAC, which did business with Cerrón when he was Regional Governor of Junín.
The Republic had access to official documentation on the work and professional experience of Engineer Alberto Cachuan Zúñiga, appointed on January 18, 2023, General Coordinator of the National Health Investment Program – PRONIS, executing unit of the Ministry of Health that manages more than US$ 1,300 million for the construction of hospitals throughout the country.
The astonishing thing is that after the serious allegations of corruption made public against the former General Coordinator of PRONIS, Carlos Cantorín, who was part of Vladimir Cerrón’s entourage, for which he was removed from office, MINSA once again appoints another person related to the general secretary of Peru Libre, we refer to Engineer Alberto Cachuan.
Cachuan’s links with Cerrón
One of the pieces of evidence is the relationship between Vladimir Cerrón with the company Avanzada Tecnología y Servicios SAC, whose Works Manager was Alberto Cachuan. In August 2019, the Fifth Anti-Corruption Court of the Junín Judiciary sentenced Vladimir Cerrón for the crime of Incompatible Negotiation for improperly benefiting the Altiplano consortium, led by the Peruvian company Avanzada Tecnología y Servicios SAC.

Despite having been in prison for the improper payment made to this company, the Junín regional government, headed by Cerrón, went from signing contracts with that company for 5 million to more than 400 million.
Another link is the relationship between Carlos Cantorin and the Constructora & Inmobiliaria Sagitario y Asociados SAC, whose Obra resident was Alberto Cachuan. When Carlos Cantorin (another of Cerrón’s trusted men) was General Coordinator of PRONIS, he benefited the company Constructora & Inmobiliaria Sagitario y Asociados SAC with the good Pro of 3 works contracts in less than a year: Hospital El Progreso in Chimbote; Parcona Health Center in Ica and Leoncio Prado Hospital in Huamachuco, Trujillo.
