From the Bolivarian Military University, President Nicolás Maduro headed the act of activation of the communal units of the militias (UCM), marking the beginning of a new stage in the country’s integral defense system.
The event, held in the Great Simón Bolívar Hall of the Military Academy – known as the House of Blue Dreams – gathered civil and military authorities to present the training manuals, the strategic phases and the doctrinal components that will guide the new militiamen in the 5,336 communal communes and circuits of the national territory.
During the day, President Maduro explained the three phases that make up the Strategic Operational Loose Plan, designed to guarantee the defense of the homeland in different scenarios, which we developed below:
1. Operational in peace time
This phase corresponds to the regular state of preparation of the Bolivarian National Armed Forces (FANB) and State institutions. Its objective is to maintain a constant capacity to address social, cultural, environmental, economic and civil protection missions, within the framework of national plans.
2. Elevation of the operational department
Here the institutional and military response is progressively activated. UCM are incorporated, enlisted citizens are summoned and territorial militias and combatant bodies are mobilized. State companies are also instructed on their functions, weapons and meeting points. This phase includes training, media inspection, combat and technical preparation cohesion to guarantee an effective reaction to any eventuality.
3. Operational enlistment conditions (CAO)
The third phase represents a transition to an extraordinary situation. Territorial defense mechanisms are consolidated, articulating the FANB, state institutions and communal organizations. This stage seeks to strengthen the sovereignty, stability and active participation of the people organized in the country’s integral defense.
Commitment to strategic planning
President Maduro reaffirmed that each phase responds to an approved doctrine and is part of a clear road map: “We are per phase fulfilling each of those approved lines as doctrines,” he said.
It should be remembered that, this last Friday Maduro began the operational and organizational activation of the Bolivarian National Militia, structured with the women and men who enlisted in the various points that were arranged throughout the national territory two weeks ago.
“Today is the first day of operational and organizational activation of the entire Bolivarian National Militiaalready structured with the citizens who enlisted in the first two days. Yesterday we open the permanent enlistment system (SAP) through the homeland system for all citizens who, in compliance with the sacred feeling of Defense of Venezuela, wish to join the Bolivarian National Militia, ”said the president.
The activation of the UCM and the deployment of these strategic phases reflect the commitment of the Bolivarian Government with the national defense, the civic-military articulation and community development, according to press release of the Ministry of Communes and Social Movements.
