The President Dina Boluarte has requested at Congress of the Republic Authorization to travel to the Vatican to participate in the funeral of Pope Francis, who died Monday at age 88.
The Plenary of the Congress will meet this Wednesday at 5 in the afternoon, to discuss the application of the president. If approved, it would be the eighth trip that the president made since he assumed the position in December 2022.
When Boluarte reached the presidency, after the coup d’etat perpetrated by former president Pedro Castillo, a dilemma was generated around the possibility that the president can travel outside the country. This is because, as there is no vice presidents, the presidential office could not be commissioned to another official, as the Constitution points out.
Given this situation, Congress approved in June 2023 the law that allows the president to dispatch remotely in case of traveling abroad. After the approval of this rule, it soon arrived at Boluarte’s first application to leave the country. However, the head of state has been questioned by her repeated trips in times of crisis. Below are all the trips made by the president since then.
2023
Brazil
He traveled from August 7 to 9 to the city of Belém do Paraá, where he participated in the fourth meeting of Presidents of the States Parties in the Amazon Cooperation Treaty.
USA
He traveled from September 17 to 21 to New York City, where he participated in the UN General Assembly.
Europe
He traveled from October 11 to 15 to Germany, Italy and the city of the Vatican. The president was in the German cities of Suttgart and Berlin, where she participated as a guest of honor in the Latin American Day event, organized by the German business union. He also traveled to Rome and the Vatican, where he met with Pope Francis.
He also held a meeting with the director of the United Nations Food and Agriculture Organization (FAO).
USA
The president was traveling to the United States again, this time to Washington DC, to participate in the opening summit of leaders of the Alliance of the Americas for economic prosperity, which took place from November 1 to 4.
United States (again)
Less than two weeks after returning from her trip to the US capital, the president returned to the United States to participate in the 30th Meeting of Economic Leaders of the Asia-Pacific Economic Cooperation Forum (APEC), which took place in California between November 14 to 18.

China
From June 23 to 30, President Dina Boluarte traveled to the People’s Republic of China, invited by President Xi Jingpin, with whom she held a bilateral meeting in Beijing. In addition, he visited the cities of Shenzen and Shanghai.
United States (they denied permission)
In September, the Plenary of Congress denied permission to travel to the United States from 21 to 28 of that month to participate in the high -level week of the 79th anniversary of UN sessions.

His last trip was on January 20 to 24, when he traveled to Davos, Switzerland, to participate in the 55th Annual Meeting of the World Economic Forum, where he held meetings with heads of state and was a panelist in conversations.
France?
