By majority, the Constitution Commission of the Congress of the Republic He approved the regulations that will regulate the operation of the next Bicameral Congress that will enter into functions in July 2026 and that raises, among other measures, the elimination of virtual sessions that became the current Parliament in a regular practice.
After four debate sessions, the working group – who presides over Arturo Alegría (Popular Force) – reached majority consensus with respect to the three texts under discussion: the regulations of the Congress, the Senate and the Chamber of Deputies.
Congressmen did not agree, however, in terms of the proposal to prevent parliamentarians who renounce or are separated from their respective banks, they are prevented from constituting new groups and applying to the directive tables of both chambers and the presidencies of the ordinary commissions. Because of this, already request from Alejandro Cavero (Avanza País), the three articles of the regulations referring to this issue were pending voting, the same that will be carried out this Friday 19.
Virtual sessions
In what there was no greater objection was in the approach of the holder of the commission so that virtual sessions are eliminated in the next bicameral congress.

Mixed groups
Most of the debate, however, focused on the creation of the so -called mixed parliamentary groups with which it seeks to discourage transfuguism. It must be remembered that so far from the legislative five -year period, more than fifty legislators have renounced their origin bench claiming reasons of conscience.

Adriana Tudela and Alejandro Cavero, both of Avanza País, however, insisted on objecting the norm. Thus, after the vote of the three regulations, which excluded this issue, Cavero presented an alternative formula that allows parliamentarians to renounce their benches or are separated from them to integrate, only once, to another block already constituted and, even, to apply for the board of directors or the presidencies of the commissions, but until after the culmination of the period of sessions, that “there is no incentive of moving to another group just for applying.”
The initiative will be submitted to the Plenary of the Constitution Commission this Friday.
