Our objective is that in Tula, Hidalgo, there was going to be a refinery, remember? In 2008, when Calderón said he was going to build a refinery and he didn’t even get halfway there, our goal is to build a large circular economy recycling center and use various technological developments.

First circular economy plant in the world: Bárcena
The head of Semarnat stated that in the area of Atitalaquia, Hidalgo, where the perimeter fence for the construction of the Bicentenario Refinery is located during Felipe Calderón’s administration, the first circular economy plant in the world is planned to be built.
In a press conference, he explained that specialists from the UNAM Engineering Institute have already been contacted, “because the idea is to have the project as soon as possible and link them to the sanitation of the Tula River in its entirety.”
The official explained that they are analyzing what type of plants will work for this project that will also benefit the State of Mexico, for which they are analyzing the waste that comes from there to Hidalgo where they are also working on an inventory of the waste in this entity. .
Inorganic waste can be reused in Thermoelectric Power Plants
The president of Mexico remembered that garbage can be separated in many ways, the most popular is organic and inorganic.
“The inorganic can be separated and used in other products and that is called circular economy, because the waste, instead of being thrown into a landfill, is taken care of and returns to the productive chain”.
“And on the other hand, organic, which can serve as a compost plant, can be used for other technologies and one that has already been developed and is already operating is that a process enters the garbage and converts it into charcoal and this can be used to burn in a thermoelectric plant, as fertilizer, etc.,” he explained in the morning conference.
