One of the big problems that hits the country is the insecurity citizen. And although there is a lot of talk about this issue, little has been done to reduce the rates of violence recorded in the country, in some cases even despite the fact that there are economic resources allocated by the State to do so.
The latest report from the Crime and Violence Observatory, an initiative of the Credicorp Ideas Bank, the BCP and Capital Humano y Social SA published in September, revealed that 1,271 people were violently murdered throughout the country.
The majority of the victims are young people between 18 and 30 years old who “most likely worked as transporters in their multiple variants or as workers of different specialties.” The vast majority belonged to socioeconomic levels C and D.
Walking through the streets or parks is no longer so safe, as the data revealed that that is where these crimes mainly occurred. Not counting Lima and Callao, the districts in the north of the country are those that register the highest figures.
Former Minister of the Interior Carlos Basombrío pointed out that one of the things that is observed is that these homicides occur in greater numbers in areas where there is or are around illegal mining.
For the expert, it is necessary to create adequate conditions to strengthen intelligence and criminal investigation in order to confront this scourge. In addition, it is necessary to improve investment capacity, strengthen professional teams and obtain the best technology.
“If we want to take preventive measures to create less favorable conditions for crime, for example, theft, there is an important role for district municipalities and regional governments. For example, they can incorporate well-lit streets. Urban design as well, as well as the presence of security services,”
he added.
However, he pointed out that to combat organized crime the central government and the Ministry of the Interior are required.
“I believe that the fundamental coordination in the fight against organized crime is what must exist between the police and the Public Ministry, but unfortunately in Peru there is no such coordination due to a political issue,” he highlighted.
PUBLIC EXPENDITURE
The budget for internal order and security investment projects registers a general progress of 77.7%, but local governments on average only have a progress of 69.4%.
There are some districts that, despite it being December, are not registering any progress, while others simply do not have resources for this purpose. However, for former Minister of Economy and Finance David Tuesta, greater disbursement does not always mean greater quality.
“In some cases, a budget is not included for this purpose because they are not a priority for the authorities. The other issue is the capacity of these institutions to execute,” he commented.
According to the explanation, there are municipalities that disburse the entire assigned resource; However, the project is not the most appropriate nor does it fulfill the purposes needed.
“The State should be the partner to combat insecurity, but there is no institutional framework, strategy or civil service identifying corruption. There is also a high turnover of officials, which affects the continuity of public policies,” he assured. For this to change, he pointed out that it is necessary to reform the State and encourage the entry of good officials into the institutions.
