The Minister of Energy and Mines, Joel Santosreported this Thursday that the Electrical Cabinet does not yet have a report official about general blackout that affected the entire country last Tuesday.
He made the clarification after the vice minister of Innovation and Energy Transition of the Ministry of Energy and Mines, Betty Soto, explains that the blackout was caused by “operational human error.”
“He technical committee will meet again tomorrow, Friday the 14th, when the detailed review of the information requested from all participants of the SENI (National Interconnected Electrical System), in order to advance in the preparation of the report“Santos explained in a press document.
What is the current status of the investigation into the blackout?
The official highlighted that the investigation continues and, since it is an exhaustive process, it includes all the system actors electrical: transmission, distribution, generation, operation and technical personnel in the field. Also to the protective equipment of the national network that may have been linked to the event.
“The rigor of this report It is essential to ensure that each event, maneuver, equipment and protocol is accurately evaluated, so that the conclusions allow not only to identify the exact origin of the blackout, but also to strengthen the protection and response mechanisms of the national electrical system,” said the minister.
Santos explained that the technical committee currently works on two lines of investigation priority:
- Verification of compliance with field operation protocols, to determine if the event was associated with human intervention.
- The compilation and analysis of the technical information of the different elements of the electrical system, to confirm whether they acted in accordance with the established parameters when the failure occurred.
Who makes up the technical committee and what functions do they perform?
He reiterated that the technical table examine the sequence of events that caused the interruption of the service, evaluating the protections, equipment and maneuvers involved, in accordance with the current regulations.
The committee is made up of representatives of the Ministry of Energy and Minesthe Superintendency of Electricity, the Coordinating Body, the Dominican Electric Transmission Company (ETED), the distributors Edenorte, Edesur and Edeeste, as well as private generators and state companies Punta Catalina and Egehid.
