The National Electoral Institute (INE) lacks sufficient human and material resources to meet its new responsibilities in terms of transparency, especially as guarantor of political parties, so that they comply with the delivery of public information.
Arturo Castillo, president of the INE Transparency Commission, warned that the respective Technical Unit is “clearly overwhelmed,” especially after the sending of 27 specialized workers to other areas and due to the lack of attention of the owner (José Luis Arévalo Romo), who was the first appointment of the president advisor, Guadalupe Taddei.
“We are in an extremely critical situation in order to implement the reform in terms of transparency and access to information,” said the counselor.
In front of the general council of the INE – and at the private board of directors, according to sources consulted – he reproached that, in response to different requests, said unit has delivered “incomplete, deficient, untimely and imprecise” inputs. He assured that the Executive Secretariat failed to send information, such as budget information, precisely to find a solution and comply with constitutional powers derived from changes in the national structure regarding transparency.
“From my perspective, the Transparency Technical Unit is clearly overwhelmed to carry out its functions as technical secretariat of the Transparency Commission and as the unit responsible for implementing the functions of guarantor authority of the political parties and thus complying with the workload of the INE, as an obligated subject.”
The counselor asked for solutions and, above all, that the failures, delays, inattentions and omissions not be repeated, considering that these are unacceptable institutional responses. “It is not a minor issue.”
Counselor Dania Ravel pointed out that in the new constitutional scheme the INE was endowed with powers to be a guarantor authority in matters of transparency, access to public information and protection of personal data, as far as political parties are concerned.
Given this transition, on July 28, the General Council of the INE determined to suspend for 90 calendar days the deadlines for the procedures, procedures and means of challenge presented through the National Transparency Platform and other means.
