There could still be elections in 2023

Congress is not interested in solving the political crisis

According to article 78 of the regulations of Congress, “if the bill is rejected (…), the same or another one that will be dealt with on an identical subject may not be presented until the next annual period of sessions.”

The annual period of sessions is made up of two legislatures. The first starts in July and the second in March. However, this time, due to the political crisis, both were modified and the first one will end on January 10 and the next one starts on February 15. In other words, technically the issue could not be debated again until August. That, due to the deadlines, would make it impossible to hold general elections in 2023.

However, the specialist in electoral issues José Naupari assured that the regulation of the Congress allows to re-debate the advance that was rejected, if 66 congressmen agree to it. Even so, the lawyer pointed out that it is “unlikely” that general elections will be held this year, since the approval of the advance, if they were done through a referendum, would make it difficult to hold the general elections in October.

For his part, the constitutionalist Alejandro Rospigliosi assured that President Boluarte is empowered to convene an extraordinary legislature with a single agenda so that the Plenary of Congress approves debating the advance in 2023. However, he also considered it unlikely to achieve 66 votes so as not to wait until August, since “there is no political will.”

The congresswoman from Patricia Juárez indicated that it is not yet known if a motion will be presented to lift the restriction established in article 78 of the regulation. However, she assured that her bench “has always been in favor of holding elections in 2023 to solve the crisis.” Likewise, she assured that, if a motion is presented to discuss the advancement of elections during the current legislature, they will make a decision on the bench.

Congress can again debate the term cuts. But, reaching 66 votes seems almost impossible.
