The inspection and management actions carried out by the Public Order Department (Seop) and the Rio Municipal Guard (GM-Rio) around the Sambódromo and on the Intendente Magalhães Road resulted in an arrest, on the fourth day of out-of-season carnival parades. , called carnival by the population. In four days of inspection and patrolling, four arrests were made and two citizens were taken to the police station, after flagrant theft, robbery and contempt.
According to the city hall, 294 fines were applied after flagrant traffic violations, and 31 vehicles were towed. Since the beginning of the Sambódromo parades, last Wednesday (20th to yesterday (23rd), 1,547 traffic fines were imposed.
The Municipal Guard distributed 179 identification bracelets to children. Since the first day of the parades, GM has identified 568 children in the surroundings of the Sambadrome. The action is part of an awareness campaign against child exploitation, carried out in partnership with the Department of Social Assistance and the Municipal Council for the Rights of Children and Adolescents. 311 support or assistance actions for tourists were also recorded, totaling 423 assistances in the four days of revelry.

Teams from the Undersecretary of Operations and the Urban Control Coordination yesterday (23) removed 86 street vendors who were not authorized to work in the surroundings of the Sambadrome. In all, 489 irregular items were seized, including drinks, some in glass bottles, whose sale is prohibited in street vendors, carts and styrofoam boxes.
In four days of operations in the vicinity of Marquês de Sapucaí, 440 street vendors were inspected and more than 853 irregular items were seized by agents. Actions are carried out at all access points to the Sambadrome and are focused on fighting clutter.
More than 500 agents from Seop and GM participate in the special operation for Carnival 2022 at the Sambadrome, working at the blocking points set up by the Companhia de Engenharia de Tráfego do Rio de Janeiro (CET-Rio) around the Passarela do Samba. The agents also help samba schools to move the floats, focusing on road safety and reducing traffic impacts. This action takes place both in Sapucaí and in Estrada Intendente de Magalhães, where the schools of the Silver Series parade.

On the second day of the samba school parades of the Special Group in Rio, the Municipal Health Department (SMS-Rio) made 465 calls at its medical posts along the Marquês de Sapucaí. Of this total, 18 patients with more severe conditions had to be transferred to one of the 22 urgency and emergency units that served as a back-up for Operation Carnaval. In the four days of parades (two for the Gold Series and two for the Special Group), the seven stations totaled 1,456 attendances and 65 transfers.
Through the Municipal Institute of Sanitary Surveillance, the secretariat also acted in the inspection of compliance with sanitary standards, both in the supply of food and services, and in the facilities in the Sambódromo, Terreirão do Samba and in the surrounding street commerce. On the last night of the Special Group’s parade, yesterday (23), there were 84 inspections, with eight infraction notices issued. Considering the four days of parades, 312 inspections were carried out and 33 fines imposed.
The Municipal Health Department will maintain the structure of medical care at the Sambadrome this Sunday (24), when the children’s samba schools parade. This planning will be repeated next Saturday, on the night of the 2022 carnival champions parade.
The secretariat will also guarantee health care during the determination of the winners in Praça da Apoteose, on the 26th, with a post working from 2 pm to 8 pm, with a team made up of three doctors, two nurses and three nursing technicians. Two ambulances with advanced support will be made available for the transfer of patients with more serious cases.

Last night, the second day of the Grupo Especial samba school parade, the Municipal Urban Cleaning Company (Comlurb) removed 45.6 tons of waste from the Sambadrome.
During the day, from 7 am to 8 pm, the street sweepers cleaned the avenue, removing 11.7 tons of garbage. After passing the schools, 33.8 tons of waste were removed.
The four-day parades added up to 164.3 tons of waste removed just inside the Passarela do Samba. Comlurb assigned 287 street sweepers to clean the Sambadrome at night, 11 to clean health clinics and 198 more during the day, after the parades.
social approach
On the fourth day of Carnival at Marquês de Sapucaí, the Municipal Department of Social Assistance assisted, guided and identified 930 children and adolescents with their families, as well as in Terreirão do Samba and Intendente Magalhães. The social approach teams assisted 675 homeless people in the areas close to the carnival and in the north and south zones, with 53 people receiving care, including an elderly person.
At the Sambadrome, the secretariat works in partnership with the Municipal Guard’s School Round Group and the Municipal Council for the Rights of Children and Adolescents in the Folia Lega program”. During the five days of Carnival, 10,000 wristbands are being distributed, and there is also an orientation and awareness campaign on violations of the rights of children and adolescents, such as in cases of alcohol consumption and child labor, among others.
At Rua Benedito Hipólito, 163, a post was set up to assist children who are unaccompanied or lost by their guardians, children of street vendors who are working in the surroundings of the Sambódromo or children and adolescents in situations of violation of their rights, such as child labor. Also with the council, Social Assistance employees distributed 863 leaflets and fans for the campaign to combat sexual abuse and exploitation of children and adolescents.
Traffic
The special traffic scheme in downtown Rio and in all its accesses, which started on Tuesday (19), has 260 operators, including CET-Rio agents and traffic supporters, who work with the objective of maintaining the fluidity of the traffic, curb irregular parking, order intersections, guide pedestrians and block roads.
19 trailers were made available for clearing roads, 29 motorcycles and 30 operational vehicles, in addition to 11 variable message panels, between fixed and mobile, for information on closing times and traffic conditions.
The City Hall Operations Center monitors the entire event area through cameras, enabling CET-Rio technicians to implement adjustments in the traffic light schedule, in order to ensure traffic flow.
The city hall of Rio also prepared a special operation for the public transport system during Carnival. The orientation is for the population to plan their displacements considering the interdictions in the surroundings of the Sambadrome, in the city center and on Estrada Intendente Magalhães, in the north zone.
The itineraries of the bus lines were modified, because of closed areas. The Metro and Supervia are operating during the night and taxis make boarding points around the Sambódromo.
