The text presented by the Democrats was adopted by 219-211, and must now be approved by the Senate.
The House may consider measures to end the national emergencies that Trump declared last year to impose widespread tariffs on imports from several countries.
But any action aimed at reversing Trump’s tariffs on goods from Canada and other trading partners still needs Senate approval and the president’s signature.
During the vote in the plenary session of the Lower House, the president warned in his Truth Social platform that legislators who voted against his tariffs “would pay for it in the elections, including the primaries.”
