Cabildo Abierto announced this Thursday its formal support for the pension reform promoted by President Luis Lacalle Pou, but announced the twelve modifications that they consider necessary to approve the project.
CA’s commission of experts met for more than three hours with the lawyer Rodolfo Saldain, with whom they exchanged in detail about all the points they seek to modify.
After a meeting of the political table, the senator and lobbyist leader, Guido Manini Ríos, read a statement in which they reiterate “their will to contribute to advancing in a reform that cannot be postponed for the country, fully attending to all of the subsystems, with a criterion of true universality and justice”.
The first of them points out that they agree that a comprehensive reform be carried out but that it is “essential” to clearly establish what the specificities of each subsystem are.
In turn, they ask that there be equality in the benefits of assets and liabilities and that there be a “single” financing for all social security.
Secondly, they state that the reform begins in 2035 with workers born in 1974 and thirdly, they add that the convergence is 30 years instead of the 20 foreseen in the draft.
In fourth place, they ask to raise life pensions in 5 years (from 40 to 45) and analyze whether there can be a gradual subsequent increase up to 50 years. Also that there is no discrimination by sex, that the maximum income to receive a pension without deductions is $75,000 and that the limit (from which no pension is received) is located at $150,000.
Regarding retirement ages and bonuses, Cabildo Abierto does not agree to establish differential ages by law for certain groups. “It is proposed that the retirement increase be equal and universal for all activities and that the specificities be contemplated through the granting of bonuses.”
Regarding bonuses, they ask to create a commission that analyzes and determines the different existing bonuses, considering the specificities of the different systems based on factors of “occupational health and uniform technical criteria.”
In the sixth point, the Cabildo requests to eliminate the current incompatibilities between the configuration of the different causes of advanced age, allowing them to be compatible with any other retirement and enable it to be accumulated to configure the cause of years included in a passivity.
Seventh, regarding the inclusion of workers who join the mixed regime reform, they propose maintaining the voluntary option of joining an AFAP for lower salaries and integrating savings into personal accounts with personal contributions. as until now, adding a share of the employer’s contribution.

For the police box, they ask that it be counted as an act of service for all and not just the executives, in addition to maintaining the “current bonuses”, while for the military they request to consider the proposals made by the Forces Retirement and Pension Service Armed.
They also want to extend to all systems as planned today in the BPS that they take the last 10 years or the best 20 years plus 5%.
Finally, they share the extension of the benefit of the computation for children to all areas of application, but propose the following modifications: that it be three years for disabled children, that there be an incentive for the birth rate and extend the pension outside the severe disability in the case of children.
