They are calling the final communique of the IX Summit of the Americas the “Declaration on Migration and Protection,” perhaps the only solid result of a continental meeting marred by the absence of adversaries and some allies of the United States.
To the point that Vice President Kamala Harris returned to Washington before the event ended.
Hours before the announcement of the final declaration, a couple of administration officials tried to explain to a group of journalists attending the Summit the subject of the final declaration.
“The Los Angeles Declaration on Migration and Protection focuses on sharing responsibilities and economic support to countries most affected by migratory and refugee flows, establishes a framework for a coordinated and predictable way for states to manage migration » said one of them.
Although the administration official described the declaration as “ambitious,” it is not known how many countries will sign it, nor how they are expected to fund increased border security and other initiatives. Several countries that are among the largest senders of migrants were not invited to the Summit or did not send their heads of state.
The point is that Washington has tried to dodge the attractiveness of its society and now wants the sending countries of emigrants to accept new rules of the game and collaborate in curbing the momentum of immigrants.
The final statement, according to a summary to which OnCuba had access, points out two data that has been little talked about: Colombia and Mexico have been the two countries in the region that have received and protected the most refugees. For this reason, the United States has tried to pressure others to do the same.
But Central America, whose most leaders did not show up in Los Angeles and produces the majority of hungry, fearful and barefoot emigrants, has been left out. It does not have great commitments to assume or fulfill. That is why many believe that this could be the last of the Summits of the Americas.
But there is another detail: by law, many of the lines of this agreement must pass through the approval of the US Congress for Washington to comply.
