According to article 76, section III of the Constitution, it is the Senate of the Republic that has the power to authorize the passage of foreign troops and stays of foreign warships in national territory; It also has the exclusive power to authorize the departure of military personnel from the country.
The Senate National Defense Commission is expected to meet on Monday, December 29, to rule on both requests from President Claudia Sheinbaum and so that, tentatively, the extraordinary period will be held on January 13.
The call for an extraordinary period would be discussed and voted on in the session of the Permanent Commission of Congress, on Wednesday, January 7, according to the vice coordinator of the Morena bench in the Senate, Ignacio Mier.
For now, the analysis of other issues is ruled out, although the Senate closed sessions with many pending and no extraordinary session period of the Chamber of Deputies is foreseen, indicated the coordinator of the Morena deputies, Ricardo Monreal.
However, the Morenista vice-coordinator indicated that he could receive and take turns for analysis the initiative of Electoral Reform by President Sheinbaum.
“They have announced to us that the reform, the (electoral) initiative, will probably arrive in mid-January. If the initiative arrives in mid-January, it depends on which Chamber it reaches (…) if it reaches the Chamber here we would immediately begin the discussion in the committees,” he indicated.
Marine training
On December 13, President Claudia Shenbaum sent her request to the Permanent Commission of Congress for a delegation made up of 19 elements of the Navy SEAL’s Special Operations Force and 10 elements of the 7th Special Forces Group of the United States Navy.
The delegation would enter with weapons aboard a military aircraft “Hercules C-130” of the United States Air Force and would land on January 12 of 2026 at the Toluca International Airport, State of Mexico.
The return to the United States would be from the same place on April 15, 2026, after participation in the emerging event called “Improving the Capacity of Special Operations Forces”, at the Special Operations Unit Headquarters in Donato Guerra, State of Mexico; the Marine Infantry Specialized Training Center (CENCAEIM) in Champotón, Campeche and in the Naval Command of Ciudad del Carmen, Campeche.
The first stage would take place from January 19 to February 13 at the CENCAEIM in the state of Mexico; the second would be from February 16 to March 6, 2026; the third phase from March 9 to 20, 2026 at the CENCAEIM in Champotón, Campeche and the fourth phase from March 23 to April 15 at the Naval Command in Ciudad del Carmen, Campeche.

The Senate was left with twenty minutes sent by the Chamber of Deputies that it must resolve so that the reforms can be enacted, including those regarding Transparency and Regulation of Financial Services; General Tourism Law; General Law for the Prevention and Comprehensive Management of Waste, among many others.
