What does the Tax Consensus propose?

The federal agreement seeks the implementation of an articulated tax policy and administration between all the participating jurisdictions, so that the different decisions are adopted within a framework of legal stability while ensuring tax harmonization.

Another goal is to strengthen the autonomy of the provinces by providing legal stability to governments and taxpayers with respect to provincial taxes.

The new tax consensus provides that the Gross Income rates should not be higher than those established for each activity and ratifies the decision to analyze in 2022 the possibility of legislating on an inheritance tax.

It also contains a chapter called “responsible indebtedness”, which determines that the provinces may increase the stock of debt denominated in foreign currency only through financing lines with bilateral or multilateral credit organizations and that in terms of “fiscal responsibility” establishes that “The spending growth limit rule will be governed in all cases by the increase in GDP,” among other issues.
