In the investigation in which an arrest warrant was requested and obtained against the Monterrey businessman and co-owner of the Miss Universe franchise, Raúl Rocha Cantú, members of the Attorney General’s Office (FGR), the National Guard and the Secretariat of Security and Citizen Protection (SSPC) participated, in whose intelligence and monitoring reports detail that the criminal group not only trafficked fuel and weapons from the United States and Guatemala to Mexico, but also reached “produce” 1,500 chargers for R15 a week, which were sold to criminal groups, including The Union Tepito, the Jalisco Cartel New Generation (CJNG), and members of the Gulf cartel, such as Ezequiel Cárdenas Rivera, who was arrested in August of this year.
In accordance with the content of criminal case 405/2025, Rodrigo Rosales Salazar, district judge specialized in the adversarial criminal system of the Federal Criminal Justice Center in the state of Querétaro, issued arrest warrants against the members of the criminal group headed by Jacobo Reyes León The Licamong whom the businessman Rocha Cantú is mentioned, accused of organized crime, firearms and hydrocarbon trafficking.
He was investigated a year ago
The court order was issued on November 15 at the request of the Special Prosecutor’s Office for Investigation of Terrorism, Collection and Arms Trafficking of the Special Prosecutor’s Office for Organized Crime (Femdo).
The arrest warrant states that Reyes León “was a PRD candidate for the municipal presidency in San Martín de las Pirámides, Hidalgo; which in Huehuetoca, state of Mexico, has a distribution center of huachicol”.
The document from the Judicial Branch of the Federation says that the investigation was integrated with intelligence reports and field work by members of the National Guard and the FGR, as shown in the reports SSPC/Conase/SI-JR/00195/2024″, dated December 17, 2024, and SSPC/Conase/SI-JR/00203/2024″, in addition to authorizations for “intervention of private communications”, as is the case of the order identified with guide 1985/2024-I, issued on December 12, 2024, authorized by the fourth control judge of the National Justice Center Specialized in Investigation Techniques, Rooting and Intervention of Communications, with residence in Mexico City.
Page 20 of the arrest warrant indicates that Reyes León assured his accomplices that “he has the machines and that he has manufactured 1,500 R15 chargers a week,” which were delivered to Ezequiel Cárdenas Rivera or Tony Storms in Tamaulipas, leader of The Scorpionsa cell of the Gulf cartel, who was arrested last August.
Regarding Raúl Rocha Cantú, on page 203 of the 275-page document it is stated that he was “identified as a member of the organization since December 15, 2024, the above derived from the events obtained from the intervention of private communications 1985/2024-IV.”
It is added that the businessman has “management functions in the investigated organization, he injects capital into the import of fuel from Guatemala and the United States; he has paid millions of pesos to Jacobo Reyes León in exchange for information, since the latter as an intermediary obtains information from Femdo.
“Daniel Roldán Morales The Inge is responsible for transferring the profits generated from the sale of fuel to Raúl, (who) has service stations (gas stations), which provide the illicit fuel obtained by the organization; Likewise, the person investigated maintains communication, mainly, with Jacobo Reyes León.”
Rocha Cantú obtained a criterion of opportunity last November and for that reason he was not made available to the judge who issued the arrest warrant.
