Nine legislators from the Popular Action bench known as ‘The Children’ presented a bill so that officers of different grades of the National Police who are subject to disciplinary processes this year can retire exceptionally, automatically and for the only time. .

Coincidentally, the 9 congressmen were investigated by officers and subordinates of the High Complexity Crime Investigation Division (Diviac), when it was under the leadership of PNP Colonel Harvey Colchado Huamaní.

These troops also participated in other actions in support of the Special Team of Prosecutors against Corruption of Power (Eficcop), involving the brothers Nicanor and Dina Boluarte.

As La República has reported, the head of state tried unsuccessfully to influence Diviac. And he could not prevent police officers from intervening in the arrest of Nicanor Boluarte and in the search of his residence in Surquillo for the Rolex case.

After these events, the Government ordered that the General Inspectorate of the PNP opened several administrative-disciplinary investigations against members of the police unit.

If the ‘Children’ bill is approved, it will be very easy for the Boluarte regime to get rid of the elements of the Diviac that it intends to deregister at the end of the year.

The acciopopulist congressmen who subscribe to the legislative initiative are Elvis Vergara Mendoza, Ilich López Ureña, Wilson Soto Palacios, Carlos Alva Rojas and Luis Aragón Carreño. Also Hilda Portero López, Silvia Monteza Facho, Pedro Martínez Talavera and Juan Mori Celis.

WITH OWN NAMES

Bill 8923-2024-CR has been delivered to the Commission for National Defense, Internal Order, Alternative Development and the Fight against Drugs, as part of the supposed “strengthening of the organizational structure of the National Police.”

The parliamentarians who signed the bill belong to the ‘Congressional Arm’ of Pedro Castillo’s government, according to advanced investigations by the Prosecutor’s Office. With their signatures, the aforementioned legislators avoided a presidential vacancy or the censure of their state ministers. In exchange, former President Castillo lavished them with public positions for those close to them. Also with the assignment of public works for regional governments and provincial and district municipalities that they indicate, according to the file of the Los Niño case.

Supreme Prosecutor Marco Huamán Muñoz, of the Specialized Area for Illicit Enrichment and Constitutional Complaints of the National Prosecutor’s Office, attributes the alleged crimes of criminal organization and influence peddling to these congressmen. Now the file is in the hands of the supreme prosecutor Luis Germaná Matta.

EVIDENT RETALIATION

Between October 11, 2022 and March 24, 2023, the supreme judge of Preparatory Investigation Juan Carlos Checkley ordered the search of the homes and offices of the congressmen of the Popular Action bench, for allegedly having been part of the organization criminal known as ‘The Children’ and having obtained benefits by selling his vote in Congress in favor of former President Castillo.

The two mega-operations against ‘Los Niños’ that spread in the regions of Lima, Cajamarca, Ica, Puno, Arequipa, Lambayeque, La Libertad, Ucayali, Pasco, Ayacucho, as well as in the provinces of Huancayo and Yurimaguas, were carried out by the Colonel Harvey Colchado and the entire Diviac team.

Now the ‘Children’ have set out to take revenge.

The initiative of the acciopopulist congressmen proposes the retirement of general officers, superior officers and junior officers, both in arms and services, if they have been sanctioned “for the commission of serious and/or very serious disciplinary infractions that are found.” as consented or firm.”

IN TUNE WITH PALACE

During the Boluarte Government, the PNP Inspectorate initiated arbitrary investigations against officers and subordinates who participated in anti-corruption operations, with the purpose of sanctioning them before the end of the year. They would be the first to be discharged with the ‘Los Ninos’ project.

To support the proposal, they falsely present it as “strengthening the organizational structure of the National Police.”

The police institution has regulations that manage retirement passes; it is not understood why ‘The Children’ seek the approval of a regulation “on an exceptional basis and for the only time.” Why only this year? Because the idea is to get rid of the Diviac troops who investigated them.

Only Harvey Colchado faces 9 investigations by the Inspectorate.

The approved rule would also affect the captain of the Diviac, Junior Izquierdo Yarlequé, Culebra, who delivered audios of his conversations with the Minister of the Interior, Juan Santiváñez, to the Prosecutor’s Office. Since this case came to light, the Inspectorate opened 4 investigations into Izquierdo.

It is striking that on September 11 of this year, Santiváñez met with the Popular Action bench, a meeting that was reported in the media. Two days later, the legislators of said parliamentary group presented the bill for the retirement of general officers, senior officers and junior weapons and service officers of the PNP, with disciplinary sanctions.
