The relocation of the inhabitants of the Kennedy neighborhood of Maldonado advances

The mayor of Maldonado, Enrique Antía, continued yesterday working on what will be the relocation of the Kennedy neighborhood, which is already becoming a reality with the vote in the Departmental Board of the consent requested by the mayor to create a private offer trust for 35 million dollars aimed at improving the quality of life of some 500 families with him rehousing.

Yesterday the mayor received a delegation from CAF, Development Bank of Latin America, who showed them where the works will be carried out and explained in detail the project that will allow families to have a better future. The objective is to make tangible an initiative in which CAF participates, as is the case of rehousing, together with the Brou.

The tour was accompanied by Jorge Srur, CAF’s manager for the Conosur, Francoise Borit, manager in Uruguay, and Santiago Caballero, Coordinator of the Kennedy relocation program.

In addition to the mayor Enrique Antía, there was the Assistant Secretary Alvaro Villegas and Hugo Suarez (deputy director of housing).

The project will be financed with a trust for US$35 million, which will be made up of US$28 million contributed by CAF and US$7 by Banco República. The payment term is 15 years, with a grace period to repay capital of 56 months, and an interest rate for the social content of the project of approximately 1.5% per year.

For the creation of the trust, the credit rights derived from the collection that the Municipality of Maldonado has, corresponding to its capacity as beneficiary under the SUCIVE trust, as well as the credit rights derived from the collection of taxes, rates, prices, contributions and other income. At the same time, the Departmental Board authorized the commune to sell the real estate property located in register No. 11,603 of Punta del Este, leaving the trustee empowered to dispose of said property to third parties, leaving the proceeds to be used to meet the planned payments for loan repayment.

Within the framework of what will be the transfer of the inhabitants of the Kennedy neighborhood to their new location, the administration will implement a provisional program that provides for the transfer of beneficiaries who are in an extremely precarious situation. They will go to homes that have already been vacated and have better habitability conditions, until their relocation is completed. On the other hand, a special follow-up commission was created, made up of representatives of the IDM and mayors of the 3 parties with representation in the Departmental Board. This commission will have the task of ensuring compliance with the objectives and will monitor the plans and works to be executed.

Mayor Antía had pointed out that for his relocation to be successful, he could not be two or three kilometers from the place where they live. The community leader pointed out that “this was essential to keep the community close to work, to obtain the support of all the people, of the inhabitants of the settlements to go to a new place and be successful in the project.” Days ago he indicated that «in these past days when we made the neighborhoods for him no (in the referendum on March 27), people did not give a damn, he did not and he did, what they wanted to know was when they were leaving. That is a sign that people are wanting to change their quality of life, because the relocation of the Kennedy is a change in the quality of life of many families.
