The Redhnna demands the protection and guarantee of children's rights in Venezuela

Through a statement, the Network for the Human Rights of Children and Adolescents spoke out against “the absence of protection and guarantee of the rights of children and adolescents in Venezuela. In the letter, it requires the State, families and society to fully comply with their obligations and responsibilities to guarantee the due protection of this population.


Given the magnitude and seriousness of the situations that have occurred in the country, which affect the rights to personal integrity and life of children and adolescents, the Network for the Human Rights of Children and Adolescents (Redhnna) expressed through a statement published this Monday, November 7 its solidarity with the victims and its commitment to the defense of their rights, demanding that the State, the families and society fully comply with their obligations and responsibilities to guarantee the due protection of this population.

“Since 1959, the Universal Declaration on the Rights of the Child has recognized that “children have the right to special care and assistance” and that boys and girls must receive the protection they require due to their condition as human beings who are especially vulnerable and in the process of development. The Convention on the Rights of the Child, ratified by the Venezuelan State, as well as the Constitution and the Lopnna, establish the obligation to adopt all appropriate measures to make the rights of children and adolescents effective, affirming that it is a priority duty of the State , families and society to ensure the best conditions, means and resources in a preferential manner (absolute priority) in the special attention of them and them, “says the letter.

They reiterate that these are legal mandates that enshrine values ​​and convictions rooted in Venezuelan society and that “express the demand and feeling that our families share, that they have privileged the care and attention to children as one of their inalienable goals.”

Likewise, they lament the loss of lives of children and adolescents, “deaths that could have been avoided and for which there is still no justice.”

They add that “it must be the State that provides specialized care services for their full physical, psychological and material recovery.”

The Redhnna maintains that the Venezuelan State has the indeclinable obligation to take all budgetary, administrative, institutional, educational and legal measures to guarantee the integral development of children and adolescents. “For these purposes, the State must allocate human and material resources for family support and strengthening, particularly in the context of the current humanitarian emergency, in which protection against weakening and helplessness is imperative given food insecurity, service failures. basic, the reality of separation due to migration in a high number of households. The State must likewise guarantee that educational and health institutions and those that provide social services or execute protection measures, assume their obligations with the appropriate conditions and resources, complying with the standards and regulations that ensure the highest quality of their performance. ”, they emphasize.

They point out that the majority of Venezuelan families “have made enormous sacrifices and have put their best efforts into feeding, caring for and protecting their sons and daughters; they have faced food insecurity, hardship, precariousness of public services, and social violence in incredible conditions of poverty and institutional abandonment.”

They reiterate the need to emphasize the inescapable commitment to the training, care and due protection of children and adolescents.

Faced with so many situations of threat, risk and violation of the rights of children and adolescents, “it is imperative and urgent to strengthen the Protection System, its provision of trained human resources, materials and supplies that allow adequate action to meet the needs of orientation, prevention and action that are identified to ensure the physical and psycho-emotional integrity of this population”.

They point out that the validity of the Social State of Law and Justice requires that the institutions and authorities of the State comply with, respect and make protection effective. In his opinion, his action cannot be reactive or forensic. “The priority is to monitor and promote compliance with the legal regulations for the protection of children in families, in institutions and in all spaces for the growth and training of children and adolescents,” they insist.

The organizations that make up the Redhnna call on all sectors of the country, and especially families, institutions and public authorities, to recognize the fundamental role they have as guarantors and co-responsible for the protection and development of a population that grows in difficult circumstances. especially difficult and «whose personal and social destiny depends on the care and commitment we have with the protection of his life, his personal integrity and with the defense and fulfillment of his human rights. We demand compliance with the principle of absolute priority in the protection of children, with policies, programs and investments to prevent the damages caused by poverty, violence, negligence and omission of duties by those who, having legal and ethical obligation to act, they have no excuse for the breach of their duties.
