Pavel Isa Contreras resigned from Ministry of Economy, Planning and Development (MEPyD) on December 4, 2024, effective January 10, 2025, after completing the necessary advances for the fusion of that ministry with that of the Treasury, a process that had been previously agreed with President Luis Abinader.
Isa considered that, having managed to define the mission, the functions, the macrostructure of the new ministry and the transfer of some powers to other entities, his time in office had concluded successfully.
In your letter of resignation, Isa Contreras highlighted that the technical teams of both ministries made significant progress in preparing the necessary framework for the creation of this new institution and anticipated that the final details of the process would be resolved during December 2024, before the preparation of the draft law.
He noted that it was “time to leave and take on new challenges,” leaving the way ready for the new entity to promote public policies with greater efficiency and scope.
His departure was accepted effective January 10, 2025, marking the closing of a management focused on strengthening planning, promoting long-term policies and advancing key issues such as development sustainable and territorial planning.
Isa Contreras stated that “the teams have defined a basic proposal on the mission, functions and macrostructure of the new ministryand have made progress in defining the functions of the different areas. At the same time, we have agreed on the transfer of some functions to another ministry“.
- The process of fusionas indicated, has advanced significantly and is close to entering its final stage.

Since his appointment in 2022, Isa Contreras recalled that he led efforts aimed at strengthening planning as an instrument of developmentpromote a long-term perspective in the definition of public policies and support the country’s first steps in terms of territorial planning.
“I greatly appreciate the opportunity you have given me to contribute to promoting policies for the development sustainable and resilient, productive transformation and equity,” he stated in his letterhighlighting that the work of the team ministry has laid solid foundations for the new institution resulting from the fusion.
The creation of a unified ministry seeks to optimize public management by consolidating the key functions of planning, economics and finance, within a framework of greater efficiency and coordination.
With his departure from the MEPyD, Pavel Isa Contreras leaves a significant legacy in the administration Dominican public, marked by its technical vision and its commitment to the well-being of citizens.
