The court also sentenced José Dolores Santana Carmona and 5 to Wacal Vernabel Méndez Pineda, Francisco Ramón Brea Morel, Carlos Martín Montes de Oca, Rigoberto Alcántara Batista, Paola Mercedes and Víctor Matías Encarnación.
At the end of the hearing, Wilson Caamacho, director of persecution of the Attorney General’s Office, said it was a case in which corruption “full, absolute and deep” was evidenced.
Camacho referred to the lights of the sentence by explaining that: “In this process the operational manager of this network, Juan Alexis Medina Sánchez, is also condemned, who is also the brother of a former president of the Republic. In this process, in addition, all the companies of this corruption network were convicted. It was also ordered the confiscation of all the assets of the people who were convicted,” he said.
He declared that the Court also hosted the agreement made by the Public Ministry with Víctor Matías Encarnación Montero (former technical director of the OISOE) and condemned those accused of paying fines.

Camacho recalled that the process had already reached another five sentences, before Thursday’s sentence, in which four of the accused admitted the facts in the preliminary hearing. “I am talking about Francisco Pagán, Juan Esteban Suriel, Domingo Santiago and Lewi Castillo who add to those sanctioned by this process and another person who is María (Isabel) of the miracles (Castilian towers) that was also condemned in a process for unimputable,” he said.
He argued that in the sentence “there are some shadows and those shadows are linked to some discharges such as Fernando Rosa and Magalys Medina Sánchez, which are discharges that, in the opinion of the Public Ministry, are an incorrect appreciation of the evidence we have presented and from now on we can tell you that we are going to appeal those discharges,” said Camacho.
“The bribery was tested, the scam against the State, the association of malefactors, the falsification, that is, the criminal types presented by the Public Ministry were proven,” he said.
The judges issued absolute sentencing in favor of Fernando Rosa (former director of the Fonper); While he issued a “no place” for former public health minister Freddy Hidalgo, indicating that there is no evidence of a “criminal missing.” The same were acquitted Lina de la Cruz, Rafael Antonio Germosen, Fulvio Antonio Gómez, Liny Valenzuela, Aquiles Alejandro Cristofer, Antonio Florentino Méndez, among others.
