The Prosecutor’s Officethrough the Special Team of Prosecutors for cases with Victims during Social Protests (Eficavip), requested for the PNP general Victor Zanabriathen head of the Lima Police Region, and Colonel Frank Changhead of the Special Services Division 35 years of effective prison for the alleged crime of qualified homicide in the form of commission by omission, following the death of Victor Santisteban Yacsavilcathe first death recorded in the protests against Dina Boluarte that took place in Lima during January 2023.
