The position of Minister of the TSJE must be independent

On April 21st, Minister Alberto Ramírez Zambonini and on May 14th, Minister María Elena Wapenka, Members of the Superior Court of Electoral Justice (both born in 1947), will reach the age limit for the exercise of the position established in the article 261 of the National Constitution. In the middle of the process of selecting applicants, we dialogued with Carlos María Aquino, one of those who proposed his figure to integrate the list.

One of the aspects addressed with Aquino is the independence that should be guaranteed by whoever occupies the position, “suitability and moral solvency must prevail over any possibility of political quotation. In my case, I have a political origin in the PLRA but that should not jeopardize my independence in the exercise of the position of minister, that is, I am convinced that whoever is nominated to occupy the position does not have to answer directly to his party. ”.

“My candidacy is not based on a political team but on my convictions and commitment to democratic and republican values. I am prepared for the position and I am convinced that I can contribute a lot to the electoral system of our country; I have been president of the TEI of my party, the PLRA, as an academic I contributed innovations in the Law School incorporating Electoral Law as a subject and we have formed a team that achieved the seal of quality, the accreditation of the career”, he stressed.

Aquino, former Vice Minister of Justice and current academic director of UNA Law, highlighted the great relevance of the TSJE, “I am running my candidacy because I am convinced that the Electoral Justice is a key body for our young democracy that is based on the daily exercise of actions issued from this institution. In all the public positions that I have held, I have been characterized by an orderly administration and the incorporation of technology in search of continuous improvement and reaching the TSJE, it will not be the exception.

The process of receiving applications began on February 27 and the Council of the Judiciary will announce a new date for the start of public hearings for applicants, April 19 will be the application of the knowledge test.
