On Monday, February 13, the government of Gustavo Petro will reside in the Congress of the republic which is one of his most important projects: health reform.

Although the project has received much criticism and even ex-ministers and ex-deputy ministers of Health filed a right to request to know the articles, everything is ready to be presented.

During the Asocapitales Summit, held on February 9 in San José del Guaviare (Guaviare), President Petro spoke about some of the most important points of the health reform.

The first thing that the president clarified is that the initiative is intended to the public hospital ceases to be a state social enterprise and it becomes a health institution.
“This is a mixed, complementary, non-competitive model. The public hospital ceases to be a State social enterprise, that is, to seek to minimize costs or cut service, and becomes a health institution, as it was before.”, he explained.
He said that one of the most important pillars of the project is primary care and prevention through what would be Primary Care Centers (CAP), organized in the national territory.
“The project has a pillar, which has several essential points, without which there is no change in health. This is not simply improving the tinkering, it is not that the health system is tinkering and painting. It has entered like 10,000 times since I am a congressman. Nothing has ever been able to come out that structurally generates a solution. Trouble breaks out every year”, he expressed.
He assured that “The CAPs will have a function, which is not only to care for those who arrive, but also to organize a territory, with an average of 20,000 people, so that medical teams can permanently, routinely, and constantly visit the family in that territory, wherever they are. are, to reduce the causes of the disease, eliminate it, if possible, or treat it even in a primary stage where it is still possible to save life”.

And he reiterated that the goal is to have a preventive model and “strong primary care”.

According to Peter, The health system in Colombia is unequal and that means that there is a “deep differentiation of the population and in the regions regarding the right to health”.
“We do not have a primary care and prevention system in Colombia”, he emphasized.
The President closed by saying that the health care model will be the same, both in public and private, “as in the rich neighborhood as in the poor neighborhood. As in the rural world that today does not have a health system. This the first thing that guarantees is health in the rural world, which today has no health”.

One of the criticisms to the health reform project is that the EPS would disappear.

Given this, the Minister of the Interior, Alfonso Prada, said, after a meeting with representatives of the EPS and the IPS that “Under no circumstances does the project eliminate the EPS and it does not put a subsistence term on them either. The idea is that they get conditioned and can coexist within the new system of prevention and primary care and have all the possibilities of having their social objects.”.
