The PDG teleseries continues: Chamber confirms that it has not received internal regulations of the committee, after inquiries for the expulsion of deputy Pulgar

The People’s Party (PDG) television series added a new chapter, after deputies from the community resorted to the Investigative Police (PDI) to investigate the expulsion of their peer Francisco Pulgar, an independent who was part of their caucus but who was exiled for voting in favor of the ruling party Vlado Mirosevic (PL) in the election for the presidency of the Lower House; something that PDG legislators Karen Medina and Rubén Oyarzo also did.

After his expulsion, Pulgar alleged that the PDG bench committed a regulatory infraction, since his departure was defined by a majority vote (five votes against four) and not unanimously, as the regulations would establish. Faced with this situation, the deputies Pulgar, Medina and Oyarzo, supported by Gaspar Rivas, decided to file a complaint for “adulteration of a private instrument.” The parliamentarians accused that the minutes had regulatory modifications that allowed Pulgar to be sanctioned, but that they would not have been ratified by this sector of the caucus. In fact, some claimed that they had been drawn up the day before to justify the sanctions.

Now, in response to the complaint of the deputies Pulgar, Rivas, Oyarzo, and Medina —these last three in a state of reflection—, the general secretary of the Chamber of Deputies, Miguel Landeros Perkić, reported the following:

In response to your note of 9 of the current, please inform me that in the General Secretariat of the Chamber of Deputies and Deputies, until this date, the Internal Regulations of the Committee of Deputies of the People’s Party have not been received“.

It is worth mentioning that personnel from the Valparaíso PDI Economic Crimes Brigade, coordinated with the head of that police station in Congress, Rodrigo Carreño, appeared before the Chamber of Deputies to carry out the proceedings.

“When reviewing the minutes where the entry of the modifications was indicated, some inconsistencies were found that caught our attention, and this led us to think that a preventive complaint to the PDI would be necessary to eventually verify some type of crime. of falsification of a private instrument,” said deputy Gaspar Rivas – who did not vote in Mirosevic’s election – along with emphasizing that “it is an internal regulation of the bench”.

“We also consulted and so far there is no evidence that the original copy of said regulation has been deposited in the Secretary of the Chamber of Deputies and Deputies. That is a requirement for the validity of the regulation and if it is not so, the regulation does not have any validity at all,” stated Deputy Rivas. And, as a result of that, he said, eventually, the sanction applied to deputy Francisco Pulgar would be “null and of no value.” The PDG parliamentarian also announced that next Monday they will meet to make a final decision.

“We believe that there was an eventual adulteration of the minutes and the regulations to make regulatory changes that would support the expulsion of Pulgar, which would not have been ratified, because we assume that they were made recently,” explained deputy Oyarzo, adding that they literally had breakfast with that 48 hours ago there was an expulsion request for deputy Pulgar and “unspecified sanctions” for deputies Rivas, Medina and himself.

“We were notified of this yesterday, Deputy Pulgar was expelled by a simple majority, not unanimously as required by the bench’s own regulations, an allegedly adulterated regulation that has not been presented to the Chamber’s general secretariat,” mentioned.

For Rubén Oyarzo, this “crossed the line.” And it is that in his opinion “we are talking about a machine run, a purge, a vendetta where a circumstantial majority is taking advantage of a single majority vote, to do what they want and transform the bench into an authoritarian situation” .
