In Huancayo, the situation of special money transfer stores has become a matter of public concern. Despite the closures ordered by the Civil Defense Unit of the Provincial Municipality of Huancayo (MPH) and the irregularities detected in several establishments, many of these establishments continue to operate normally.

Among them are well-known names such as Makao, Mirabar, Open, Bambu, Palacete, Insomnio, Antojitos, Peña Antojitos, Bizarro, Mr. Juerga and Gran Casa Bonita de Kjantu. These places have been the subject of inspections that revealed deficiencies in the Technical Building Safety Inspection Certificates (ITSE), fire protection systems and capacity, which puts the safety of attendees at risk, especially with the end of year parties taking place. the view. Despite municipal regulations that establish that stores must close between 30 and 60 days after closure, many of them continue to operate without interruptions.

Complicit support

More than a year ago, Audit Report No. 042-2023-2-0411-AC was issued by the Comptroller’s Office of the Republic, which states the alleged criminal and administrative responsibility of 15 municipal workers, including former officials, inspectors, an assistant administrative officer and the former legal advisor of the management of Perú Libre, who would have annulled between 300 to 700 administrative infraction ballots (PIAS) to render the fines and closures to special lines generating an economic impact on the Municipality for S/107,500.

This list includes the current Manager of Citizen Security, Nicolas Eduardo Galván Santa Cruz, who in December 2018 issued Report No. 1215-2018, in his capacity as administrative assistant, in which he ruled in favor of the annulment of the PIA No. 04000 that imposes a fine of 100% of the UIT (S/ 4,150) on the “La Zona” Nightclub for allowing the entry of a larger number of people to the authorized capacity.

Galván Santa Cruz declares the origin of the defenses presented by the owners of the premises intervened with the consequent annulment of ballots, exposing reasons unrelated to the facts that are the subject of the appeal and leaving aside the evidence that accredited the offending act affecting transparency and legality.

In the end, the owners of the premises who were not fined benefited and were allowed to continue operating their commercial establishments, even some that already had a closure order.

The case remains under investigation before the Office of Institutional Control.

We tried to communicate with both the aforementioned manager and the Economic Promotion and Tourism manager, Edwin Cristóbal, and they did not answer our call.

Threat

Cristia Lazo, president of the neighborhood council of Av. Huancavelica, has reported threats to her home from people related to the special money transfers in Huancayo. Lazo has pointed out that, despite the irregularities in these premises, the Economic Promotion manager has not taken effective measures to close them.
