The Ministry of Management and Public Employment announced this Tuesday its bi-annual report on the generation gap in the National Public Administration (APN), which covers the set of organisms and institutions that are making state administrative functions.

The last report, updated to December 2022, shows a strong evolution in terms of gender parity: APN civilian personnel jobs were held by 48.9% by women and 51.1% by men, while 48% in senior positions corresponded to to women and 52% to men.

Regarding the latter, the growth in the presence of women has been recorded since 2019.

The participation of women grew from 36% in 2021 to 48% as of December 2022 in career executive positions of the National Public Administration as national, general, simple directors and coordinators.

The values ​​reflect that between December 2022 and 2021 it grew more than ten percent (10%) the presence of women in executive positions in the national public administration; while at the base of the pyramid parity is maintained.

For his part, in the higher authorities there is a tendency to reduce the gap, since the participation of women went from 21% in 2019 to 35% in 2022, although the presence of men continues to be predominant: men are 64% in political positions in the national cabinet such as ministers, secretaries and undersecretaries /as of State.

In this range, the values ​​are maintained without major modifications, except for the positions of ministers, where the presence of women grows from 8% (2021) to 25% (2022).

In turn, it was found that there is gender parity in civilian personnel in the national public sector that does not hold executive or leadership functions, while the gender gap is appreciated as one ascends in the hierarchical scale of positions.

Among the executive functions of the National Public Employment System (SINEP) shows a sustained increase in the presence of women, which is around 40%.

The official stressed that the management started in 2019 “increased the participation of women” and this consolidates a trend “from below” of their promotion to senior public management positions, as well as to positions of political trust (higher authorities) that allows “modifying the repeated recruitment biases in the teams; men tend to recruit men,” he said.

The report also details two factors that would have a negative impact on the increase in the participation of women; firstly, the reproduction of certain criteria of gender-biased recruitment: the highest positions are held mostly by men and there is a biased recruitment.
