The Minister of Public Health, Karina Rando, and the Undersecretary, José Luis Satdjian, attended Parliament together with other authorities to provide information this Thursday, December 5, on the situation of the CASMU, upon request to be received at the Health Commission.
According to the intervention of the Ministry of Public Health to the CASMU mutual society, the aforementioned ministry informs that “deviations and lack of regulatory compliance were contacted, among which are: contracts signed without approval of the Board of Directors and without adhering to the Statutes and Purchasing Regulations; absence of basic internal control procedures, which has allowed irregularities in acquisitions, payments and contractual management.
Problems were detected in financial transparency such as onerous contracts signed by managers without statutory powers; retroactive addendums that significantly increased costs and exposed CASMU IAMPP to financial lawsuits; poor resource management:
Contracts with conflicts of interest were identified, involving companies linked to CASMU IAMPP directors, lack of controls in acquisitions and payments, including cases of cost overruns and billings without contractual support.
Economically, high debt is detected with non-formal lenders and suppliers; use of external financing for basic expenses, without reducing non-priority expenses or implementing significant structural changes and Irregularities in the execution of projects and investments:
Expensive and unnecessary works were identified during a financial crisis, long-term contracts with clauses harmful to the institution.
Regarding care and human resources management: difficulties were found in covering guards, absenteeism problems and lack of regular staff.
Finally, high expenses were observed in advertising and merchandising without clear criteria or accountability.
In relation to all these points, recommendations for improvement were made and corrective actions were implemented.
In this context, it is reported that it is necessary to continue supporting the management improvement process and the analysis carried out to date must be deepened.
At the moment, the transfer of authorities from the institution has not been arranged, because the conditions required by current regulations are not met. The institution will continue to be intervened. The proceedings were sent to the Attorney General’s Office for analysis.”
