He does not want to be betrayed by his environment. After being vacated, on December 7, 2022, Pedro Castillo Terrones would have opened his eyes on who are truly loyal to him inside his closest circle.
That December 7, 2022, after giving the failed coup d’etat and being subsequently transferred and admitted to the Barbadillo prison, the professor would have begun to select the relatives and politicians who still trust, those who would be willing to accompany him in his new commitment: to taste power again, although this time from Parliament.
That same day, the president of Together for Peru (JP) and former Minister of Foreign Trade, Congressman Roberto Sánchez, decided to vote in abstention in the vacancy session that ended up opening the way to the prison in the ATE prison, where the former presidents meet.
Today, Sanchez has become a key ally for Castillo. It is the one who articulates with the leftist organizations of the Cones of Lima and in the provinces of the country, especially in the always convulsive South Andean.
It was he, after intense and prolonged negotiations, who managed to convince the ex -president that his party in registration, all with the people (TCP), had to reach an understanding with JP. That agreement finally closed on August 2 with a political pact that points to 2026.
Castillista blood
One of the agreements reached would be the formation of a castillista blood. That is, the teacher can apply for the Senate and, in parallel, that members of his family do it to the Chamber of Deputies.
Some are part of their political group and others, although the TCP shirt has not been formally put on their absolute confidence.
When asked about those eventual candidacies, Roberto Sánchez preferred to remain silent. The electoral expert José Tello explained to Peru21 that Castillo could tempt a seat in the Senate – unless he is disabled by Congress following any of the five constitutional complaints that are still going on a process – as a guest of JP.

The same could do their relatives, Tello added, even if they are not TCP militants, because that party does not yet register in the National Jury of Elections (JNE). However, he recalled that there is a limit: only 20% of the JP candidates list can be composed of guests.
The possible list with Castillista blood is headed by his sister Irma Castillo Terrones, National Secretary of Women in TCP, and his nephew Cledin Vásquez Castillo, son of Adelinda Castillo – another of his sisters -, who occupies the position of National Secretary of International Relations in the party and is the brother of Fray Vásquez.
As recalled, Fray is investigated in the Prosecutor’s Office in the Puente Tarata case and is linked to the so -called Cabinet Case in the Shadow.
The payroll would be completed by another nephew: Gian Marco Castillo, son of his older brother, José Mercedes Castillo. He is a key character in the Sarratea case, indicated as the alleged coordinator of the informal circle that operated from Breña’s house to move appointments and direct state contracts.
In April of this year, Peru21 revealed that Gian Marco – without militancy in TCP or JP – was hired as coordinator in the office of Roberto Sánchez himself. When asked about an eventual candidacy of his congress, the legislator replied that he had not yet talked to him.

It is not even ruled out that Fray Vásquez also tries to fight for a seat in 2026.
Loyal allies
In parallel, Congressman Passion Dávila, today in the socialist bench, is emerging as another of the teacher’s loyal.
The day of vacancy, Dávila integrated the magisterial bench, today completely disintegrated. He did not attend the plenary and is currently the only legislator with direct contact with the FENATIP, the Teacher Union founded by Castillo, which is linked to the Movadef, political arm of the Shining Path.
Currently, Dávila has put on his match of his colleague Chotano and could candidate the Senate. In that December 2022, the magisterial block had ten members. Three voted in favor of dismissal: Elizabeth Medina, Alex Paredes and Edgar Tello. Medina and Paredes today militate in Somos Peru.
As for Edgar Tello, today in Podemos, he is attributed control in the shadow of the Lima Base of the Fenatep, called Siter Lima. Its leaders say that it is a dissident faction, already separated from the national structure. However, The former leader of the dircote, General José Baella, told Peru21 that does not believe in that supposed division.
For Baella, it is a political play to confuse public opinion and avoid responsibilities. Tests are not missing: this media revealed that on February 13, Siter Lima held a virtual meeting with Michael Humaña, president of the National Union of Education Workers of Chile (SNTE), an international ally and activist for the release of Castillo.
In addition, in October 2024, Tello traveled to Santiago, Chile to participate in an event organized by Humaña himself, in which they delivered to the president of that country, Gabriel Boric, a letter requesting the freedom of Professor Chotano.
In theory, they appear to be divided; In practice, their actions would demonstrate otherwise.
On the other hand, Moisés Chipana, former Secretary General of the Fenatep, and César Tito Rojas, leader of the Phenatep of Puno and adherent of Movadef, have also registered in TCP and are emerging as candidates for the Chamber of Deputies.
Leaders and former ministers
Chipana and Tito were part of the 2017 Magisterial strike. Tito, along with Edgar Tello and Mery Coila – a leader of the Fenatep in Tacna – accompanied Castillo when they militated in the Conare, in May 2018, to a forum in La Paz (Bolivia) organized by Peruvian Alex Chamán, representative of Movadef. There they were next to the Chilean Michael Humaña. Coila would also have plans to apply for Congress.
In parallel, Expremier Betssy Chávez remains as an active TCP militant and points to the Senate, although today it complies with preventive detention in the Annex prison of women of Chorrillos. His name, despite the confinement, continues to weigh in the Castillista strategy.
At the same time, the United Pueblo Adelante Party (APU) has folded to the pact between JP and TCP. In their ranks there are two former minute trusted ministers of Castillo who, despite having registered their group, will not be able to compete alone in the 2026 elections, so they would seek to reach the Senate under the JP umbrella.
This is the Expremier Aníbal Torres – who accompanied him until the last moment before his capture – and the former minister of the woman Anahí Durand, author of the book burst in the Andes, text that many consider an apology to the failed coup d’etat.
