The MEC maintains that the project will improve education

The coordinator of the project of the Ministry of Education and Sciences (MEC), María del Rocío Robledo, urged the detractors to read the document because the level of education has dropped considerably. Around 240,000 people over the age of 15 cannot read or write.

The National Plan for Educational Transformation 2040 is described as a tool that makes it possible to agree on both a work agenda and a projection of the investment required so that the goals agreed upon at the national level can be achieved, around a comprehensive and quality Paraguayan education. .

Its origin dates back to 2017, in the previous administration, as indicated by the resolution approving the design of the educational transformation strategy. The plan proposes a set of policies and strategic lines that aim to offer a comprehensive and permanent education, which as a system and processes, is carried out in the context of the Culture of the Community, taking special consideration of interculturality, inclusion and the approach of Rights.

“People who graduate from secondary education do so without the skills in Language and Mathematics. If they know how to read, they do not understand what they read. In Mathematics, he does not have the use of the basic tools to defend himself in social and work life, ”said María del Rocío Robledo at 730 am.

If we talk about the first point, the national educational system seeks to guarantee the knowledge, preservation and promotion of the cultural, linguistic and spiritual heritage of the national community, based on the strengthening of the cultural identity of the people and respect for all cultures. With regard to inclusion, the goal is to identify and minimize them for learning and participation, maximizing resources to support both processes.

There is talk of a rights approach based on the fact that every inhabitant of the Republic has the right to a comprehensive and permanent education, which as a system and process will be carried out in the context of the Community Culture as expressed in article 73 of the National Constitution. “We are talking about children who do not have access to school supplies, schools that have to improve their conditions and access more technology. We are talking about people who have to leave secondary education with a trade, “said Robledo.

FAMILY AND EDUCATION
The National Plan for educational transformation within article 49 of the Constitution, states that the family is the foundation of society, so its comprehensive protection will be promoted and guaranteed, this includes the stable union of men and women, the children and the community that is constituted with any of their parents and their descendants.

Another frequent question is how the entire plan would be financed and the direct answer is through the fund for excellence in education and research, transforming Paraguayan education requires tripling investment by 2040, this implies going from an annual budget of US$ 1,148 million to an annual budget of US$ 3,747 million.

This increase incorporates the necessary resources to cover the historical deficits such as infrastructure, teaching career, among others, as well as guarantee the basic conditions for learning and incorporate innovations. “When you look at such a complex situation, you have to look at the educational system. When one aspect of education is touched, everything is touched. It is essential to work on the appreciation of the teacher”, mentioned María del Rocío Robledo.

In addition to the necessary resources for participation, evaluation and research, there are several investment items, but among the most outstanding are the strengthening of technical education and training, a considerable increase in the scholarship fund that will be aimed at students from educational institutions of the official sector at risk of dropping out of school.

On the other hand, the teaching of English or another foreign language is included from the year 2024 from preschool to the third year of Secondary Education, universal training for teachers is estimated on an annual basis in a basic modality and differentiated training to a quarter of teachers per year.
