On August 30, after the president anticipated the sending to Congress of his initiative on the National Guard, the public security cabinet snubbed the Morena bench in the Senate by absenting itself from the Morena plenary.
In previous days, the legislator had considered that the proposed changes required a reform to the Constitution and not –as proposed– a reform via secondary laws.
The Secretary of the Interior, Adán Augusto López, did not attend either; the head of National Defense, Luis Cresencio Sandoval; the commander of the National Guard, Luis Rodríguez Bucio, and the Secretary of Security and Citizen Protection, Rosa Icela Rodríguez Velázquez.
“It is not a slight (to Monreal) but it is a political message,” said Senator César Cravioto, close to the CDMX Government Secretary, Martí Batres.
“The message (from the coordinator) has not been in support of President Andrés Manuel López Obrador (…) We do not expect that there will be all the considerations from there to here,” the Morenista warned at that time.
On September 10, after the National Guard reform had been voted, López Obrador thanked the senators for their vote, but criticized Monreal’s abstention: “It’s your freedom. I do not agree with his position because he is endorsing the falsehood, hypocrisy and politicking of Mexico’s conservatism, but we are free.
The recordings of Layda Sansores
The escalation came on October 20, when Governor Layda Sansores, of Campeche, announced that, just as she had broadcast audios of PRI leader Alejandro Moreno for months, now she had conversations with her party partner, Ricardo Monreal.
After the governor’s announcement, the legislator denounced the existence of a campaign to generate supposed content against him, which he attributed to strategists of the head of government, Claudia Sheinbaum.
“They have been beating me for 16 months. (…) The disqualification that we see against me is paid, financed and they have foreign advisers to beat Mexicans, ”she said.
Sansores desisted for a few hours, and then proceeded to what was announced: on October 25, he released alleged conversations between Monreal and Alito on WhatsApp. He also accused the Monreal family of having 48 properties.

Later, Monreal asserted that what still stops him in Morena is his respect for the president: “Because he and I started this fight 26 years ago and I am not going to go out the back door of Morena and I cannot admit being a traitor because I think differently.” .
A day later, he filed a complaint against the governor of Campeche for leaking conversations.
“I do not agree with these types of attacks from the government itself, I could expect them from opponents, but never from my own political organization. If they are going to attack and destroy me, let them start, because it will be hard for them,” he declared in the Senate on November 8.
On November 10, 88 members of the Senate of the Republic, at least 39 from Morena, supported him in the face of the attacks by the governor, whom they accused of “systematically, illegally” using public resources for purposes of “persecution and bullying.”
