Three days after the official presentation of the National Development Plan (PND) 2022-2026, Portfolio met a draft of the projectmade up of 240 articles, which contains the provisions with which the Government hopes to trace the route time for the country in the next four years.
Although the Department of National Planning clarified to this medium that said document is not yet the final version that will reach the Congress of the Republic, the draft determines, among other things that the budget to finance public investments would be a total of $1.154 trillionhigher than the $1.048 trillion initially estimated in the bases of the Plan, presented in November of last year.

The draft of The document also defines the five axes of transformation or strategies on which the Plan is structured of Development the Government of Gustavo Petro: ordering of the territory around the water; human security and social justice; human right to food; productive transformation, internationalization and climate action; and regional convergence.

Likewise, three transversal axes are defined for the entire Plan: Total Peace, the differential actors for change and macroeconomic stability.
The articles of the draft also establish the implementation of the recommendations of the ‘Final Report of the Commission for the clarification of the truth’, among other points it also indicates that “the crop substitution agreements entered into with the communities may be modified in concert between the communities and the national Government until the term of implementation of the Final Agreement for the Termination of the Conflict”.

Another point proposes the strengthening of territorial associative schemes, as well as the consolidation of the multipurpose cadastre and a transition “towards the Territory Administration System (SAT)”.
Draft It also contains a provision that provides guidelines in relation to the energy transitionsuch as the creation of a National Registry for the Reduction of Emissions and Removal of Greenhouse Gases, and a program to replace firewood and coal and waste with transitional energy sources, which would be the responsibility of the Ministry of Mines.

This Monday a protocol event is planned with the President of the Republic, Gustavo Petro, in which the formal presentation of the National Development Plan will be made.
